Maryland Health Benefit Exchange is responsible for the administration of Maryland Health Connection, the State's health insurance marketplace, under the Patient Protection and Affordable Care Act of 2010 (ACA). MHBE works with the Maryland Department of Health, Maryland Insurance Administration, Department of Human Services, and stakeholders statewide.

LOCATION OF POSITION

MHBE is adhering to a hybrid work schedule. Work for this position will be completed at a remote location of your choice (3 days) and at our office located at 750. E. Pratt St, 6th Floor, Baltimore, MD 21202 (2 days).

Main Purpose of Job

The main purpose of this position is to support the Director of Policy and Plan Management through research, evaluation, analysis, and development of regulations and policies relevant to the Maryland Health Benefit Exchange. The position will research and evaluate federal and state laws, regulations, and policies relating to the Affordable Care Act, individual and small group insurance markets, and Medicaid. The position will have the opportunity to work with the Maryland Insurance Administration, Maryland Department of Health, relevant federal agencies and consumer advocates. It is essential that the person in this position be able to acquire proficiency and knowledge concerning the Affordable Care Act, health insurance regulation, and Medicaid. The individual in this position must be able to analyze and anticipate the impact of federal and state law and regulation on the health insurance market, Medicaid, small businesses and the uninsured in Maryland.

POSITION DUTIES

  • Identifies, tracks, and monitors federal and state legislation related to the Affordable Care Act, health reform, individual and small group insurance and Medicaid. 
  • Conducts research and policy analysis; identifies potential impacts of policies on programs; draws logical conclusions; identifies options; and recommends solutions. 
  • Assists in the development, drafting and presentation of policy and regulation proposals for MHBE leadership, Board of Trustees, and others.
  • Interprets regulations and assists in translating policy information into implementation and operational strategies.
  • Drafts legislative bill language, prepares fiscal notes and fact sheets, and reviews legislation for program impacts.
  • Works with public interest groups to ensure full and complete public comment on MHBE regulations and policies.    

MINIMUM QUALIFICATIONS

Education:   A Bachelor's degree from an accredited college or university.

Experience: Two years of experience evaluating, analyzing, researching and developing health care services, policies and programs.

Notes:

1. Candidates may substitute the possession of a Master's degree in Health Sciences, Health Care Administration, Public Health, Public Policy or closely related field for one year of the required experience.

2. Candidates may substitute the possession of a Doctorate degree in Health Sciences, Health Care Administration, Public Health, Public Policy or closely related field for the required experience.

DESIRED OR PREFERRED QUALIFICATIONS

  • Knowledge and experience working with health care policy, specifically the Affordable Care Act at the Federal, State or Local level.
  • Experience in federal or state legislative processes.

LICENSES, REGISTRATIONS AND CERTIFICATIONS

Employees in this classification may be assigned duties which require the operation of a motor vehicle. Employees assigned such duties will be required to possess a motor vehicle operator’s license valid in the State of Maryland.
