Main Purpose of Job

The main purpose of this full-time contractual position is to plan and develop communications, as well as to engage stakeholders. This position will lead data dissemination efforts for federally-funded enhanced surveillance systems, in association with the Maryland Occupational Health and Safety Surveillance Project (OHSSP) and the State Unintentional Drug Overdose Reporting System (SUDORS). This position will reside within the Maryland Department of Health (MDH)'s Prevention Health and Promotion Administration (PHPA)'s Environmental Health Bureau (EHB)'s Office of Healthy Homes and Communities, in the Center for Injury and Violence Prevention.

This position will provide technical assistance and conduct health education and communication to meet the needs of internal and external stakeholders. This position will also build and maintain partnerships, while promoting State, local and community stakeholder use of surveillance system data to inform programs, planning, policy, and prevention efforts to reduce occupational injury, including injuries and deaths related to occupational violence and opioids. Furthermore, this position will report to funders and support grant and contract monitoring, including monitoring contracts related to the OHSSP project.

MINIMUM QUALIFICATIONS

Education: A Bachelor’s degree from an accredited college or university in Public Health Education, Community Health Education, or Health Science.

Experience: Two years of experience planning, developing, implementing, and promoting health education projects.

Notes: 

1. Candidates may substitute a Bachelor’s degree from an accredited college or university, with a minimum of 18 credit hours in Public Health Education, Community Health Education, Health Science, or a related behavioral science, and three years of experience planning, developing, implementing, and promoting health education projects, for the required education and experience.

2. Candidates may substitute a Master’s degree in Public Health, Community Health Education, or Health Science for the required education and one year of the required experience.

3. Candidates may substitute a Doctorate degree in Public Health, Community Health Education, Health Science, or Public Health Policy for the required education and experience.

4. Candidates may substitute U.S. Armed Forces military service experience as a Commissioned Officer in Health Educator and Community Health classifications, or Health Educator and Community Health specialty codes in the Public Health field of work, on a year-for-year basis, for the required experience and education.

DESIRED OR PREFERRED QUALIFICATIONS

The desired candidate should have experience conducting outreach to organizations, including building partnerships. He/she should also have experience giving presentations and developing educational materials.


Additionally, the desired candidate should have professional experience in Occupational Health. Finally, the desired candidate should have a Public health degree that includes completed coursework in Health Communications, Epidemiology, and/or Statistics.

LICENSES, REGISTRATIONS AND CERTIFICATIONS

Employees in this classification may be assigned duties which require the operation of a motor vehicle. Employees assigned such duties will be required to possess a motor vehicle operator’s license valid in the State of Maryland.

Candidates may remain on the certified eligible list for a period of at least one year. The resulting certified eligible list for this recruitment may be used for similar positions in this, or other, State agencies.

BENEFITS

Contractual employees who work for an agency covered under the State Employee and Retiree Health and Welfare Benefits Program, have a current employment contract, and work 30 or more hours a week (or on average 130 hours per month) may be eligible for subsidized health benefits coverage for themselves and their dependents. As a contractual employee, you will be responsible for paying 25% of the premiums for your medical and prescription coverage, including any eligible dependents you have enrolled. The State of Maryland will subsidize the remaining 75% of the cost for these benefits. 

You can also elect to enroll in dental coverage, accidental death and dismemberment insurance, and life insurance, but will be responsible to pay the full premium for these benefits.

Leave may be granted to a contractual employee who has worked 120 days in a 12-month period. This leave accrues at a rate of one hour for every 30 hours worked, not to exceed 40 hours per calendar year.
