Main Purpose of Job

The Maryland Department of Health (MDH)'s Prevention and Health Promotion Administration (PHPA)'s Center for Tobacco Prevention and Control (CTPC) oversees comprehensive State and local tobacco control programs, in order to reduce tobacco use initiation; help those who are using tobacco to quit; reduce exposure of residents to secondhand smoke/vape; and, eliminate tobacco-related health disparities. The CTPC also receives Cigarette Restitution funds (CRF) which include a Local Public Health component.

The CRF program infrastructure is based on the best practice recommendations from the Centers for Disease Control and Prevention (CDC), Office on Smoking and Health. The Local Public Health Initiatives (LPHI) team within the CTPC oversees 24 local health department tobacco control programs and grants. The LPHI team also provides technical assistance and oversight of community-level grants, while helping to incorporate State initiatives with directly supporting community and local-level programs with implementing evidence-based tobacco control activities. 

The overall purpose of the CTPC's Tobacco Use Prevention and Control Program is to reduce death, disability and disease that results from tobacco use by utilizing best practice strategies, policy and training. The main purpose of this full-time contractual position is to plan, develop, coordinate, promote, and implement targeted tobacco use prevention interventions which promote school-based and youth community-based engagement campaigns. This position will be responsible for providing training and evaluations, as well as for monitoring performances, in order to ensure compliance and accountability.

MINIMUM QUALIFICATIONS

Education: A Bachelor’s degree from an accredited college or university in Public Health Education, Community Health Education, or Health Science.

Experience: Two years of experience planning, developing, implementing, and promoting health education projects.

Notes: 

1. Candidates may substitute a Bachelor’s degree from an accredited college or university, with a minimum of 18 credit hours in Public Health Education, Community Health Education, Health Science, or a related behavioral science, and three years of experience planning, developing, implementing, and promoting health education projects, for the required education and experience.

2. Candidates may substitute a Master’s degree in Public Health, Community Health Education, or Health Science for the required education and one year of the required experience.

3. Candidates may substitute a Doctorate degree in Public Health, Community Health Education, Health Science, or Public Health Policy for the required education and experience.

4. Candidates may substitute U.S. Armed Forces military service experience as a Commissioned Officer in Health Educator and Community Health classifications, or Health Educator and Community Health specialty codes in the Public Health field of work, on a year-for-year basis, for the required experience and education.

DESIRED OR PREFERRED QUALIFICATIONS

The desired candidate should have professional experience in the Public Health field. He/she should also have experience managing grants, as well as professional experience involving tobacco and/or chronic disease. Finally, the desired candidate should have experience working with disparate populations.

LICENSES, REGISTRATIONS AND CERTIFICATIONS

Employees in this classification may be assigned duties which require the operation of a motor vehicle. Employees assigned such duties will be required to possess a motor vehicle operator’s license valid in the State of Maryland.

Candidates may remain on the certified eligible list for a period of at least one year. The resulting certified eligible list for this recruitment may be used for similar positions in this, or other, State agencies.

BENEFITS

Contractual employees who work for an agency covered under the State Employee and Retiree Health and Welfare Benefits Program, have a current employment contract, and work 30 or more hours a week (or on average 130 hours per month) may be eligible for subsidized health benefits coverage for themselves and their dependents. As a contractual employee, you will be responsible for paying 25% of the premiums for your medical and prescription coverage, including any eligible dependents you have enrolled. The State of Maryland will subsidize the remaining 75% of the cost for these benefits. 

You can also elect to enroll in dental coverage, accidental death and dismemberment insurance, and life insurance, but will be responsible to pay the full premium for these benefits.

Leave may be granted to a contractual employee who has worked 120 days in a 12-month period. This leave accrues at a rate of one hour for every 30 hours worked, not to exceed 40 hours per calendar year.
