Main Purpose of Job

The Office of Health Care Quality (OHCQ) is the agency within the Maryland Department of Health (MDH) that is charged with monitoring the quality of care in Maryland’s health care facilities and community-based programs. OHCQ is an agent of the Centers for Medicare and Medicaid Services (CMS), and is the designated State survey agency in Maryland. OHCQ issues licenses, thereby authorizing the operation of a business in Maryland; recommends certification to CMS, thereby authorizing participation in the Medicare and Medicaid programs; conducts surveys, in order to determine compliance with State and federal regulations; and, provides technical assistance and education to providers, consumers, and other stakeholders.

This position will perform administrative duties related to personnel, leased space, and data management. Such duties will include the review and submission of performance evaluations, in order to ensure compliance with requirements, as well as the review and submission of paperwork for recruitment, hiring and reclassifications. This position will also be responsible for maintaining personnel files, including the submission of paperwork related to employee resignations, retirements, and other personnel actions. 

Additionally, this position will be expected to conduct orientations, oversee OHCQ timekeepers, and review and submit Special Payments Payroll (SPP) contractual packages. Furthermore, this position will participate in employee grievance activities, as directed, as well as review and submit requests for teleworking and/or compressed work weeks. To add on, this position will perform duties related to data management, including maintaining and revising OHCQ personnel-related data management systems, as needed; analyzing personnel data and trends; and, making recommendations for enhancing internal processes. 

Finally, this position will be responsible for duties related to the leased space and building contents, such as overseeing non-IT inventory, designated dining areas, and designated vending machines. This position will serve as a point of contact for the landlord, in relation to routine building maintenance and repairs, as needed. 

All of these activities will directly support OHCQ’s mission to protect the health and safety of Marylanders in the health care continuum.

MINIMUM QUALIFICATIONS

Education: Graduation from an accredited high school or possession of a high school equivalency certificate.

Experience: Three years of experience performing clerical, clerical technical, or secretarial work. 

Notes:

1. Candidates may substitute 30 college credit hours from an accredited college or university for each year of the required experience.

2. Candidates may substitute U.S. Armed Forces military service experience as a Non-Commissioned Officer involving staff work requiring regular use of independent judgment and analysis in applying and interpreting rules and regulations, in accordance with agency laws and policies, on a year-for-year basis, for the required experience.

DESIRED OR PREFERRED QUALIFICATIONS

The desired candidate should have professional experience in the Human Resources field, including completing any forms associated with the onboarding and offboarding of new employees. He/she should also have experience inputting, analyzing and reporting data management information.

LICENSES, REGISTRATIONS AND CERTIFICATIONS

Employees in this classification may be assigned duties which require the operation of a motor vehicle. Employees assigned such duties will be required to possess a motor vehicle operator’s license valid in the State of Maryland.

Candidates may remain on the certified eligible list for a period of at least one year. The resulting certified eligible list for this recruitment may be used for similar positions in this, or other, State agencies.

BENEFITS

Contractual employees who work for an agency covered under the State Employee and Retiree Health and Welfare Benefits Program, have a current employment contract, and work 30 or more hours a week (or on average 130 hours per month) may be eligible for subsidized health benefits coverage for themselves and their dependents. As a contractual employee, you will be responsible for paying 25% of the premiums for your medical and prescription coverage, including any eligible dependents you have enrolled. The State of Maryland will subsidize the remaining 75% of the cost for these benefits. 

You can also elect to enroll in dental coverage, accidental death and dismemberment insurance, and life insurance, but will be responsible to pay the full premium for these benefits.

Leave may be granted to a contractual employee who has worked 120 days in a 12-month period. This leave accrues at a rate of one hour for every 30 hours worked, not to exceed 40 hours per calendar year.
