Introduction

The Maryland Department of Labor is accepting applications for the position of Administrative Specialist III within the Division of Occupational and Professional Licensing. Main Purpose of Job

The position is responsible for the preparation and/or supervision of the preparation of management tools such as procedural manuals, statistical tables, charts (including work-flow and organizational charts) and performance measurement. This position handles all correspondence and contact with the boards by complainants, licensees and citizens, and prepares final reports and suggests improvements for the advancement of the boards’ programs.

POSITION DUTIES

Duties of this position include, but are not limited to:

Supervises programs and exercises independent judgment and analysis to interpret complex administrative plans and policies for the boards. Manages the daily activities of the boards’ complaint process including exercising independent analysis of complaint operations, procedures, organization, and systems and recommends improvements when needed.

Schedules and prepares for monthly meetings of the boards complaint committee, including agenda preparation and documentation of actions taken and official complaint committee documentation. Provides initial evaluations regarding the adequacy and validity of complaints. Executes and communicates all board actions regarding complaints including requests for additional information and disciplinary actions for professional practices. Formulates final reports and effective recommendations based on analyses conducted with respect to the complaint process.

Assists in the management of all application and licensing processes for the boards. Evaluates credentials submitted by applicants to ensure licenses are issued in accordance with all applicable state laws as well as policies set forth by the department and makes decisions where authority is deferred by the board.

MINIMUM QUALIFICATIONS

Experience: Four years of experience in administrative staff or professional work.

Notes:

1. Candidates may substitute 30 college credit hours from an accredited college or university for each year of the required experience.

2. Candidates may substitute the possession of a Bachelor’s degree from an accredited college or university for the required experience.

3. Candidates may substitute U.S. Armed Forces military service experience as a non-commissioned officer involving staff work requiring regular use of independent judgment and analysis in applying and interpreting rules and regulations in accordance with agency laws and policies on a year-for-year basis for the required experience.

DESIRED OR PREFERRED QUALIFICATIONS

Strong preference will be given to applicants that possess the following. Include clear and specific information on your application regarding the qualification(s).

Ability to effectively communicate when testifying in a court of law or an administrative hearing

Ability to write detailed reports

Ability to multitask with overlapping Boards

LICENSES, REGISTRATIONS AND CERTIFICATIONS

Employees in this classification may be assigned duties which require the operation of a motor vehicle. Employees assigned such duties will be required to possess a motor vehicle operator’s license valid in the State of Maryland.

SPECIAL REQUIREMENTS

All candidates are subject to a background check against files maintained by the Division of Unemployment Insurance (LABOR/DUI) to determine whether any monies are owed to LABOR/DUI as a result of unemployment overpayment/fraud. Any unpaid debt may have an impact on whether or not a candidate is offered employment.

Contractual Benefits

Contractual employees who work for an agency covered under the State Employee and Retiree Health and Welfare Benefits Program, have a current employment contract and work 30 or more hours a week (or on average 130 hours per month) may be eligible for subsidized health benefits coverage for themselves and their dependents. As a contractual employee, you will be responsible for paying 25% of the premiums for your medical and prescription coverage, including any eligible dependents you have enrolled. The State of Maryland will subsidize the remaining 75% of the cost for these benefits. You can also elect to enroll in dental coverage, accidental death and dismemberment insurance, and life insurance, but will be responsible to pay the full premium for these benefits.

Leave Benefits

Leave may be granted to a contractual employee who has worked 120 days in a 12 month period. This leave accrues at a rate of one hour for every 30 hours worked, not to exceed 40 hours per calendar year.
