Introduction

The Maryland Department of Planning (Planning) promotes a vision for economic development and local authority throughout Maryland. The agency helps Maryland's counties and municipalities in land use and resource planning and provides review and technical assistance on a variety of planning topics.

As Planning monitors and forecasts changes in development and land use throughout the state, its staff creates tools that help plan Maryland's future. Information on demographic, socio-economic, political, cultural, geographic and land-use trends is collected, analyzed, and distributed in multiple formats. Planning supports interactive, web-based map display of census data, land-use, parcel data and aerial imagery to assist local government growth and land-use planning decisions.

POSITION DUTIES

The main purpose of this position is to provide technical assistance with focus on Census Bureau’s data and its interpretation. Specifically, this includes coordinating database development and interactive application programming to make the Census data readily available in an intuitive and user-friendly way to other State agencies and local jurisdictions. This position provides database and Geographic Information Systems (GIS) support to the Department's Projections and State Data Center (PSDC) Unit. This position works with other staff from Planning, other State agencies, local governments, various stakeholders, and the public


Assist in developing and maintaining an information system portal that would provide Census data-based reports and its projections to other State departments, agencies, and local jurisdictions to develop their policies. The new system will incorporate natural language searches to generate reports, maps and data interactively. The system shall incorporate the U.S. Census Bureau provided data dictionaries to assist with the natural language processing, search, and reporting functions, based on user queries.

Update existing web maps and create new interactive web maps and story maps.  Develop and maintain data dashboards as directed by the manager of the Projections and State Data Center

Work on databases to convert data into web ready tables (Excel and PDF’s). Prepares electronic files and paper reports as required. Processes Census, ACS, U.S. Bureau of Economic Analysis data files periodically.

Develop, implement and maintain a strategic plan to make SDC and other Planning data available in an interactive, dynamic, intuitive, and user-friendly visual format. The plan will standardize and streamline the technologies being used within Planning in consultation with all stakeholders and the IT team.

Provide GIS mapping and database development of economic estimates and projections. Prepare thematic maps of states showing components of population change, job growth, and personal income growth. Prepare statewide maps of population estimates by race, Hispanic origin, job growth, housing affordability, and residential sales analysis.  Research and enhance data development and sharing, provide general support as assigned.

MINIMUM QUALIFICATIONS

Education:    A Bachelor’s degree from an accredited college or university that includes 30 credit hours in Planning, Environmental Science, Environmental Studies, Architecture, Public Administration, Engineering, Geography, Landscape Architecture, Economics, Public Finance, Political Science, Sociology, Regional Science, Information Technology or Urban Affairs.

Experience:   Four years of experience in research and planning projects related to the development and use of land, water, transportation, community or natural resources by providing assistance in obtaining, analyzing and conducting research on demographic, socio-economic, political, cultural, geographical or land-use trends.

Notes:

1. Candidates may substitute the possession of a Master’s degree from an accredited college or university in one of the specified educational fields for one year of the required experience.*

2. Candidates may substitute the possession of an additional Master’s degree from an accredited college or university in one of the specified educational fields for one additional year of the required experience.*

3. Candidates may substitute the possession of a Doctorate degree from an accredited college or university in one of the specified educational fields for two years of the required experience.*

*Three years are the maximum number of years that may be substituted by education for the required experience.

4. Candidates may substitute U.S. Armed Forces military service experience as a commissioned officer in Logistics, Urban Planning, Architect, Geospatial Intelligence Analyst or Cryptologic classifications; or Logistics, Urban Planning or Architect specialty codes in the Architect field of work, on a year-for-year basis, for the required experience and education.

DESIRED OR PREFERRED QUALIFICATIONS

Three years’ experience in one or more of the following:

Experience with developing data analytical/visualization tools like Tableau, Microsoft Power BI, Microsoft Excel, WordPress, Esri storyboards, web dashboard development and/or web mapping application design. Creating layouts and updating data on websites.

Statistical software and languages:  Access, SQL, Python, Access, Fortran, SAS and/or C+.

Developing and reviewing computer programs and scripts to automate data tabulation and generate reports. Authoring reports and presentations to communicate findings and analysis.
