The Division of Finance and Administration is seeking an enthusiastic individual to serve as the Director of the Loan Accounting. The Director will closely interacting with internal and external professionals to achieve most optimal and cost effective funding mechanism for affordable housing, community development, business lending and neighborhood revitalization projects. The Position is involved in the management, operation and coordination of many units in the Department requiring an understanding of multiple technical areas including capital markets, mortgage products and execution methodologies, underwriting, asset management, grant/loan agreements and required reporting, debt management, compliance to State and Federal regulations and loan servicing.

LOCATION OF POSITION

7800 Harkins Rd Lanham, MD 20706.

This position will work out of the Headquarters Office in Prince George's County located approximately ½ mile from the New Carrollton Metro stop

POSITION DUTIES

This Director position is a part of the multi-billion dollar financing operations, closely interacting with internal and external professionals to achieve most optimal and cost effective funding mechanism for affordable housing, community development, business lending and neighborhood revitalization projects. The Position is involved in the management, operation and coordination of many units in the Department requiring an understanding of multiple technical areas including capital markets, mortgage products and execution methodologies, underwriting, asset management, grant/loan agreements and required reporting, debt management, compliance to State and Federal regulations and loan servicing. This position serves as the Director of Loan Accounting in the Division of Finance and Administration. The unit is responsible for managing and accurately accounting for the State Funded Capital Programs. The position will advise program staff on accounting and capital budget issues and will work closely with program staff on new grant applications or other municipal awards and will meet monthly with senior staff to discuss new programs, capital budget, accounting issues and to answer questions and provide guidance. This position has the responsibility to ensure accurate and timely loan servicing of State assets, portfolio analysis including risk management and calculation of projected losses, State budget formulation and management, coordination with program and governmental agencies, reconciliations, and reporting.

MINIMUM QUALIFICATIONS

Education: Bachelor’s Degree from an accredited four-year college or university, preferably in Accounting, Finance or Business Administration.

Experience: Five years of experience in accounting, financial analysis, analyzing and interpreting accounting systems, records and reports by applying generally accepted accounting principles. Two years must have involved supervision of professional accountant employees, responsibility for program development or operations.

DESIRED OR PREFERRED QUALIFICATIONS

  • Strong analysis and financial accounting experience
