Introduction
This is a contractual position with limited State of Maryland benefits
The Division of Finance and Administration is seeking an
enthusiastic individual to serve as the HAF
Finance Director. The Director will
supervise a staff that manages a $2+ billion real estate portfolio, services state
HAF loans, and prepares quarterly financial statements via Excel. The chosen
candidate must have several years’ experience creating financial statements and
disclosures.
This is a new unit within DFA to implement the federal Homeowners
Assistance Fund program to Maryland homeowners impacted by the pandemic and
economic uncertainty. The Director will
be required to fully understand the program offered by Maryland and hire
qualified accounting and finance professionals to ensure payments are expedited
with great customer service and accuracy, and that program reconciliations and
profit and loss statements and other reports are prepared quarterly or as
directed. Candidate must be familiar
with audit procedures to ensure random audits are done for this high profile
program and that fraud prevention and proper audit standards are followed in
the program implementation and management.

7800 Harkins Road Lanham, MD with occasional travel to DHCD’s satellite office in Baltimore City.

POSITION DUTIES
This position serves as the HAF Finance Director for federal ARPA (American Rescue Plan Act)funds in the Division of Finance and Administration (DFA). The unit is responsible for the management and accurate accounting of the federal funds from US Department of the Treasury for the Homeowner Assistance Fund (HAF). This position is responsible for the full management of a new team of finance professionals responsible to process checks/wires, reconcile accounts,prepare federal and state required reports, internal controls and policies.
The functions will be highly complex and technical and is crucial to the successful implementation of the new program to assist Maryland homeowners. Position will ensure that the financial analysis, accounting, asset management and completion of the mandated reporting is completed accurately and timely. The position has the direct and indirect oversight responsibilities in DFA to:
- Direct new professionals to include the hiring, training, evaluating, coaching, counseling, and motivating of those employees.
- Create, maintain, delegate and review the development of financial models to aid in financial analysis and reporting requirement of the HAF program.
- Manage a new loan portfolio which DHCD plans to service in-house.
- Comply with federal tax laws and Securities and Exchange Commission regulations.
- Prepare annual audited financial statements for inclusion in the Comprehensive Annual Financial Report, manage portfolio in line with the requirements from the national credit rating agencies (Moody’s Investors Service, Fitch Ratings), and prepare quarterly portfolio reporting for all CDA bond investors.
- Oversee HAF operating budget of approx. $148 million.
Please note: this is a non-competitive position, as it is a short-term contract, expected to last 4-5 years, contingent upon funding and satisfactory employee performance.

MINIMUM QUALIFICATIONS
Education: A Bachelor's degree in Accounting from an accredited college or university.
Experience: Four years of experience examining, analyzing and interpreting accounting systems, records and reports to include three years performing advanced duties in the areas of cost accounting, systems accounting or GAAP accounting. Also 3 years in managing other accounting professionals, and 2 years preparing and/or examining audited financial statements.
Notes:
1. Candidates may substitute a Bachelor’s degree from an accredited college or university with thirty credit hours in Accounting and related courses,including or supplemented by three credit hours in auditing, for the required education.
2. Applicants who have met the requirements for admission to the CPA prior to July 1, 1974 will be considered to have met the educational requirement referenced above.
3. Possession of a certificate as a Certified Public Accountant or Master's degree in accounting from an accredited college or university may be substituted for one year of the required general accounting experience.
4. Applicants may substitute one year of professional auditing experience for one year of the required general experience.

Employees in this classification may be assigned duties which require the operation of a motor vehicle. Employees assigned such duties will be required to possess a motor vehicle operator's license valid in the State of Maryland.

BENEFITS
Contractual employees who work for an agency covered under the State Employee and Retiree Health and Welfare Benefits Program (the Program), have a current employment contract and work 30 or more hours a week (or on average 130 hours per month) may be eligible for subsidized health benefits coverage for themselves and their dependents. As a contractual employee, you will be responsible for paying 25% of the premiums for your medical and prescription coverage, including any eligible dependents you have enrolled. The State of Maryland will subsidize the remaining 75% of the cost for these benefits. You can also elect to enroll in dental coverage, accidental death and dismemberment insurance, and life insurance, but will be responsible to pay the full premium for these benefits. Leave may be granted to a temporary/contractual employee who has worked 106 days in a 12 month period. This leave accrues at a rate of one hour for every 30 hours worked, not to exceed 40 hours per calendar year.
