LOCATION OF POSITION

The Department of Housing and Community Development Headquarters is located in Prince George's County across from the New Carrollton Metro stop.

POSITION DUTIES

The Division of Finance and Administration is seeking an enthusiastic individual to serve as the Fund Analyst. The Fund Analyst will be in charge of the servicing of a $187 million portfolio of venture capital programs, loan participation programs, loan guarantee programs, collateral support programs, and capital access programs provided by the Small Business Credit Initiative.The position must coordinate data from many units in the Department requiring an understanding of multiple technical areas including accounting, Generally Accepted Auditing Standards(GAAS) and Sarbanes-Oxley Act of 2002, capital markets, mortgage products and execution methodologies, underwriting, asset management, grant/loan agreements and required stated and federal reporting, debt management, compliance to State and Federal regulations and loan servicing.

Please note: this is a non-competitive position, as it is a short-term contract, expected to last 4-5 years, contingent upon funding and satisfactory employee performance.

MINIMUM QUALIFICATIONS

Education: A Bachelor’s degree in Finance, Business Administration, Economics, Accounting or a related field from an accredited college or university.   

Experience: Four years of professional financial analysis experience, such as managing financial asset and debt portfolios, examining, analyzing, and interpreting accounting, budget, grant or real estate investment portfolio records and reports by applying generally accepted accounting principles.   

Notes:    

1. A Certified Public Accountant (CPA) certification or documented eligibility to sit for the CPA Examination may be substituted for the educational requirement.  
2. A Master’s degree in Finance, Business Administration, Economics, Accounting or a related field from an accredited college or university may be substituted for two years of the required experience.  
3. Candidates may substitute one year of professional financial analysis experience, such as managing financial asset and debt portfolios, examining, analyzing, and interpreting accounting, budget, grant or real estate investment portfolio records and reports by applying generally accepted accounting principles for 30 credits on a year-for-year basis for the required education.    
4. Candidates may substitute U.S. Armed Forces military service experience as a commissioned officer in the Accounting Officer classification or Financial Management specialty codes in the accounting field of work on a year-for-year basis for the required education and experience.

DESIRED OR PREFERRED QUALIFICATIONS

Preference will be given to Certified Public Accountants or candidates who have strong analysis and financial accounting experience.

LICENSES, REGISTRATIONS AND CERTIFICATIONS

Employees in this classification may be assigned duties which require the operation of a motor vehicle. Employees assigned such duties will be required to possess a motor vehicle operator’s license valid in the State of Maryland.

EXAMINATION PROCESS

The examination will consist of a rating of your education, training, and experience related to the requirements of the position. You may be required to complete a qualifications supplement, or the rating may be based on your application. BENEFITS

Contractual employees who work for an agency covered under the State Employee and Retiree Health and Welfare Benefits Program (the Program), have a current employment contract and work 30 or more hours a week (or on average 130 hours per month) may be eligible for subsidized health benefits coverage for themselves and their dependents. As a contractual employee, you will be responsible for paying 25% of the premiums for your medical and prescription coverage, including any eligible dependents you have enrolled. The State of Maryland will subsidize the remaining 75% of the cost for these benefits. You can also elect to enroll in dental coverage, accidental death and dismemberment insurance, and life insurance, but will be responsible to pay the full premium for these benefits. Leave may be granted to a temporary/contractual employee who has worked 106 days in a 12 month period. This leave accrues at a rate of one hour for every 30 hours worked, not to exceed 40 hours per calendar year.
