Main Purpose of Job

This position is assigned to the Departments Grants Management Division-Cost Allocation and Revenue Management, within the Office of Budget and Finance. The position monitors and reports on Department grant programs. Accurate accounting, reporting and attainment of Federal funds enables the Department to maximize its fiscal resources and effectively serve our customers.

POSITION DUTIES

For assigned grants, maintain up-to-date records on grant awards, expenditures, including matching expenditures, and attainment; prepare quarterly federal financial reports on grant expenditures and program income based on cost allocation results, revenue attained, and reporting requirements; analyze and reconcile actual expenditures, reported expenditures and cash attainment...Maintain the Federal receipts ledger based on Federal attainment received through daily, bi-weekly, monthly and quarterly Treasurer drawdowns and through transfers from other State agencies, e.g. MDH...Prepare and submit Federal funds drawdown requests as assigned...Throughout the year, compile receipts by CMIA-TSA program for annual reports submitted to the State Treasurer to support the State’s compliance with CMIA and for audit purposes...Advise program staff of grant obligation and liquidation periods, reporting requirements, grant activity, and over and under spending.

MINIMUM QUALIFICATIONS

EXPERIENCE: Five years of experience in grant evaluation and monitoring or budget preparation, presentation and execution.

NOTES:

1. Candidates may substitute the possession of a Bachelor's degree from an accredited college or university and one year of experience in grant evaluation and monitoring or budget preparation, presentation and execution for the required experience.

2. Candidates may substitute graduate education from an accredited college or university in accounting, business administration, economics, finance, political science or public administration at a rate of 30 credit hours for the required experience.

3. Candidates may substitute U.S. Armed Forces military service experience as a commissioned officer in the Budget Officer classifications or Financial Management specialty codes in the Budgeting field of work on a year-for-year basis for the required experience.

DESIRED OR PREFERRED QUALIFICATIONS

Preference will be given to applicants who possess the following preferred qualification(s). Include clear and specific information on your application regarding your qualifications.

Possession of a bachelor's degree from an accredited college or university.
Six months of experience using Microsoft Excel software.

Limited to current employees of the Maryland Department of Human Services, Budget and Finance Office.

·       Personal Leave - new State employees are awarded six (6) personnel days annually (prorated based on start date).

·       Annual Leave - ten (10) days of accumulated annual leave per year.

·       Sick Leave - fifteen (15) days of accumulated sick leave per year.  

·       Parental Leave - up to sixty (60) days of paid parental leave upon the birth or adoption of a child.
