Main Purpose of Job

The Infectious Disease Bureau (IDB), within the Maryland Department of Health (MDH)'s Prevention and Health Promotion Administration (PHPA), is dedicated to improving the health of Marylanders by reducing the transmission of infectious diseases; helping impacted people live longer and healthier lives; and, protecting individuals and communities from environmental health hazards. The Center for HIV Prevention and Health Services is a unit of the Bureau that provides essential programs and services to people living with, affected by, or at risk of HIV disease. Major service programs of this Center include: the HOPWA Program; Ryan White Parts B, CDC Cooperative Agreement for HIV Prevention; and, the Minority AIDS Initiative.

The main purpose of this full-time contractual position is to serve as a Grants and Contracts Compliance Monitor. This position will manage the fiscal and programmatic compliance by monitoring activities which support the work of the Center for HIV Prevention and Health Services. This position will also make recommendations for changes to policies and procedures which incorporate best practices, generally accepted accounting principles, funder guidelines, and Office of Management and Budget circulars.

MINIMUM QUALIFICATIONS

Experience: Four years of experience in grant evaluation and monitoring, or budget preparation, presentation and execution.

Notes:

1. Candidates may substitute the possession of a Bachelor's degree from an accredited college or university for the required experience.

2. Candidates may substitute U.S. Armed Forces military service experience as a Commissioned Officer in the Budget Officer classifications or Financial Management specialty codes in the Budgeting field of work, on a year-for-year basis, for the required experience. 

DESIRED OR PREFERRED QUALIFICATIONS

The desired candidate should have professional experience using Microsoft Excel. He/she should also have professional experience monitoring grants, as well as experience processing grants for a local, federal and/or State governmental organization.

Candidates may remain on the certified eligible list for a period of at least one year. The resulting certified eligible list for this recruitment may be used for similar positions in this, or other, State agencies.

BENEFITS

Contractual employees who work for an agency covered under the State Employee and Retiree Health and Welfare Benefits Program, have a current employment contract, and work 30 or more hours a week (or on average 130 hours per month) may be eligible for subsidized health benefits coverage for themselves and their dependents. As a contractual employee, you will be responsible for paying 25% of the premiums for your medical and prescription coverage, including any eligible dependents you have enrolled. The State of Maryland will subsidize the remaining 75% of the cost for these benefits. 

You can also elect to enroll in dental coverage, accidental death and dismemberment insurance, and life insurance, but will be responsible to pay the full premium for these benefits.

Leave may be granted to a contractual employee who has worked 120 days in a 12-month period. This leave accrues at a rate of one hour for every 30 hours worked, not to exceed 40 hours per calendar year.
