Main Purpose of Job

The Office of Health Care Quality (OHCQ) is the agency within the Maryland Department of Health (MDH) that monitors the quality of care in Maryland’s health care facilities and community-based programs. OHCQ issues licenses to facilities and programs; conducts surveys; and provides technical assistance to providers, consumers, and other stakeholders. 

This position directs and coordinates agency operations. Duties include ensuring internal policies and procedures are in place; ensuring federal claims are processed timely and accurately; coordinating responses to audits; coordinating emergency preparedness responses; and coordinating document management activities. This position serves as the liaison to the Office of Enterprise Technology to ensure that network operations, system maintenance, end-user training, and other IT activities meet the needs of the agency. All of these activities directly support OHCQ’s mission to protect the health and safety of Marylanders across the health care continuum.

This job classification is designated by the Secretary of Budget and Management as being eligible to telework. This is a hybrid telework position where work hours may be performed from a State work site or from a remote work site based on the agency’s needs.

MINIMUM QUALIFICATIONS

Requires a bachelor’s degree and six years of administrative or professional experience, three years of which must have been at a supervisory or management level.

A master’s degree will substitute for one year of general experience.  A doctorate will substitute for two years general experience.  Additional experience will substitute year-for-year for the college degree.

DESIRED OR PREFERRED QUALIFICATIONS

Desirable candidates should possess the following:
  • Experience managing the administrative functions of an Agency;
  • Ability to plan program operations, establish goals and objectives to achieve specific outcomes; and,
  • Ability to develop and implement policies and procedures.

SELECTION PROCESS

This is a Management Service position, and serves at the pleasure of the Appointing Authority.  A resume must accompany your application.
