Main Purpose of Job

The Human Services Emergency Manager position is a critical component of state disaster mass care response. This position serves as the liaison between the Statewide Emergency Management communities, and the Department of Human Services (DHS) State and Local mass care plans and processes. The Human Services Emergency Manager works with local mass care leadership to develop mass care plans and response activities throughout all cycles of the disaster process: preparedness, response and recovery. This position will travel statewide to assist local jurisdictions with response activities, including emergency feeding and shelter. This position coordinates with partners to initiate and maintain disaster mass care response efforts at the state level. This is an Emergency Essential position and is required to be available for duty 24/7 and respond to requests within 2 hours of notification.

POSITION DUTIES

Participates or leads workshops, task forces, and exercises in support of Federal, State and local emergency plans. Conducts training to support the Disaster Response Program Assists with the development, provides training and supports or leads exercises regarding operational responsibilities for staff within mass care emergency response. Provides regular reports to the DHS Division of Administrative Operations (DAO) Chief, Office of Emergency Operations Assistant Chief and the State Emergency Operations Center on the status of emergency operations/ Coordinates the Emergency/Disaster Local Department of Social Services ‘Local Liaison’ program. Coordinates with local jurisdictions mass care and sheltering teams to produce appropriate and integrated (State/local) mass care responses. Leads meetings, monthly, weekly or daily, depending on disaster cycle with liaisons and Local Department of Social Services Directors. Interprets and applies existing State and Department policy and plans to current status of emergency events to determine objectives. Assists or leads development and implementation of Incident Action Plans (IAPs).Leads facility evacuation program and planning, evacuation monitors, meeting development, communication creation for staff, and similar. Provides written and other guidance to locals to support creation of local facility evacuations

MINIMUM QUALIFICATIONS

Education:  A Bachelor’s degree from an accredited college or university.

Experience: Two (2) years of emergency management-related field experience. One year of this experience must have involved supervision.

DESIRED OR PREFERRED QUALIFICATIONS

Experience in one or more of the key principles of emergency management:  mitigation, preparedness, response or recovery.
