LOCATION OF POSITION

This vacancy is located at 200 W. Baltimore Street, Baltimore, MD 21202.

Main Purpose of Job

This position provides strategic direction in education compliance data collection management to ensure delivery of the Department’s data and reporting needs under the Every Student Succeeds Acts (ESSA), Elementary and Secondary School Relief (ESSER), and the Kirwan Blueprint for Maryland’s Future. This position provides leadership and technical expertise to support the development, coordination, implementation, and maintenance of the Department’s data collections program. This position provides leadership in the communication of policies, procedures, and guidelines to internal and external stakeholders to support the education compliance information management program.

POSITION DUTIES

Acquires education accountability data from MSDE databases and local school systems.
Extracts data from MSDE data warehouse and operational data stores.  Manipulate data by merging, appending and sorting.  

Manages, creates, uses and documents SAS programming or other programming languages to meet the specifications of federal and state requirements.  

Ensures quality, validity and usability of data.

Uses SAS or other programming languages to organize and clean acquired data in order to create valid usable data.


Assures quality and validates required data.


Notifies LSS’s and MSDE Staff of inconsistencies in reported data.


Implements solutions to resolve inconsistencies or documents known irregularities. 


Summarizes and reports findings of accountability program data.

Designs, creates and provides technical reports or data in response to federal and state requirements including from legislative, MSDE staff, local education agencies, and public information act requests.


Uses reporting tools as needed SAS, Cognos, Excel, and other tools as appropriate.


Analyzes database information for federal and state reporting requirements. 

MINIMUM QUALIFICATIONS

Education:   A Master’s degree or the equivalent of 36 credit hours of post-baccalaureate course work from an accredited college or university.

Experience: Four years of administrative or teaching experience in, or affiliated with, an education program.

Notes:

1. Candidates may substitute two additional years of experience directly related to the position option for the required education.

2. Candidates may substitute the possession of a Doctorate degree from an accredited college or university in a field related to the position option for one year of the required experience.

3. The required field of education and experience are unique for each option and are established by MSDE in accordance with Education Article, Section 2-104 of the Annotated Code of Maryland.  The specific education and experience qualifications for each position are on record in the Human Resource Management Branch of the Division of Business Services.

4. Candidates may substitute U.S. Armed Forces military service experience as a commissioned officer in Education Program classifications or Education Program specialty codes in the Education field of work on a year-for-year basis for the required experience and education.

DESIRED OR PREFERRED QUALIFICATIONS

Two years experience using tools such as SAS, Cognos and Excel to report data.
