Introduction

THIS RECRUITMENT IS LIMITED TO CURRENT EMPLOYEES OF THE COMPTROLLER OF MARYLAND FIELD ENFORCEMENT BUREAU AND THE MARYLAND ALCOHOL AND TOBACCO COMMISSION ONLY.

This is a position specific recruitment. The resulting certified eligible list may be used to staff several current and future vacancies for this position/function only.

POSITION DUTIES

The Alcohol and Tobacco Commission (ATC) was established January 1, 2021 by 2019 legislation. The ATC is responsible for regulating the State’s alcohol and tobacco industries and is led by an executive director and a five-member commission appointed by the Governor.

The Alcohol and Tobacco Commission seeks a dedicated, detail oriented individual to fill the position of Executive Associate to the Executive Director. The incumbent will provide administrative support to the Executive Director and perform administrative duties for the Field Enforcement Division in the Office of the Executive Director. The incumbent will also be responsible for maintaining several databases, including, but not limited to, confiscated property inventory, statistical data, enforcement actions, and incident reports.

This is a Special Appointment position and serves at the pleasure of the Appointing Authority.

MINIMUM QUALIFICATIONS

Education: Graduation from an accredited high school or possession of a high school equivalency certificate.

Experience: Six years performing secretarial work or clerical work involving typing duties.

NOTES:

  1. Additional secretarial or clerical experience may be substituted on a year-for-year basis for the required education.
  2. Thirty credit hours with a major in secretarial science or office technology from an accredited college may be substituted  at the rate of thirty credits for one year of experience for up to two years of the required experience.
  3. Candidates may substitute U.S. Armed Forces military service experience as a non-commissioned officer in Administration or Personnel Specialist classifications or Administrative, Clerical, or Office Services specialty codes in the Special Assistant or Secretarial fields of work on a year-for-year basis for the required experience.

** For education obtained outside of the U.S., you will be required to provide proof of the equivalent American education as determined by a foreign credential evaluation service. Qualifying applicants are subject to an oral interview. Prior to appointment, the employee must successfully undergo a comprehensive background investigation including a review of criminal, MVA and tax records; and determination of legal authorization to work in the United States or under the United States Immigration Reform and Control Act of 1986. This background check is comprehensive and may involve fingerprinting. Upon initial appointment OR promotion to a position in the State Personnel Management System, an employee is required to serve an initial six- month probationary period. This probationary period may be extended an additional six months under certain circumstances at the discretion of the appointing authority.
