Introduction

The Shared Services Division of the Department of Budget and Management, Office of Personnel Services and Benefits is seeking transfer and promotional candidates for the full performance position, HRIS Analyst III level.  We are looking for candidates that have JobAps experience with the State of Maryland. Candidates should also have an interest and comfort level in working with various HR information software and systems.

POSITION DUTIES

The successful candidate will function as the primary support of JobAps within the Shared Services Division: acting as the primary liaison for RED, the user-agencies and the vendor; providing daily operational support to agency users; providing technical assistance, developing/delivering training for end-users on new system processes, system changes and enhancements; performing application/system testing and troubleshooting issues; administering application security for core system users and preparing business continuity plans.

This position serves as the JobAps liaisons between Statewide Personnel System (SPS) users, integration support and system vendors.  This position is responsible for analyzing and evaluating policy and legal requirements, business processes and user needs; performing functional configuration and maintenance tasks according to operational and business needs; performing tests, troubleshooting for problems, and providing technical assistance and training to system users. This position also supports the Division in system reporting, system changes, and contract/requirements review.

This position is a HRIS Analyst III DBM, Grade 20, full performance, with additional growth opportunities beyond full performance in the series. 

Additional training in Workday and Cornerstone will be provided as needed.

MINIMUM QUALIFICATIONS

Education:  A Bachelor’s degree in Computer Science, Computer Information Systems, Information Technology, Human Resource Management, Accounting, Business Administration, Economics, Finance, Public Administration, Psychology or another related field. 

Experience: Three years of experience in resolving customers’ inquiries, requests or system problems such as researching issues, analyzing data, interpreting information; providing direction, guidance and instruction or processing data change requests using an internal automated system; or three years of experience with human resources, benefits or Timekeeping/Payroll integrations;  or four years of experience in utilizing human resource information systems (HRIS) to enter, update, modify, delete, retrieve/inquire and report on data for use in managing functions such as human resources, pension, benefits, payroll or time and attendance.

Notes:

1. Candidates may substitute additional specific experience as listed above on a year-for-year basis for up to four years of the required education.

2. Candidates may substitute U.S. Armed Forces military service experience as a commissioned officer in the Cyber and Information Systems classifications or Cyber and Information specialty codes in the Information Technology field of work on a year-for-year basis for the required experience and education.

DESIRED OR PREFERRED QUALIFICATIONS

Preferred Qualifications:

Two years of user experience in JobAps.

Proficient in Excel and Access to work with various reporting responsibilities.

Experience in the evaluation of system requirements, troubleshooting issues, testing system processes for any HR related system.

LICENSES, REGISTRATIONS AND CERTIFICATIONS

1. Employees in this classification are required to obtain certification in State Personnel Management System policies and procedures and in the functionality of the Statewide Personnel System from the Office of Personnel Services and Benefits, Department of Budget and Management within six months from the time of appointment to the position.  Employees are also required to obtain recertification every six months thereafter. 

2. Employees in this classification may be assigned duties which require the operation of a motor vehicle.  Employees assigned such duties will be required to possess a motor vehicle operator’s license valid in the State of Maryland.
