The Department of Information Technology was created by 2008 legislation in an effort to consolidate state agency information technology functions and policies into one department; elevating the department to one that reports directly to the Governor.

In addition to its larger statewide role, the Department of Information Technology manages Information Technology and Telecommunication services within the agency itself and provides support to state agencies, the Executive Office of the Governor, the Governor’s coordinating offices, and a variety of independent agencies within the Executive Branch.

Striving to provide the highest level of customer service to its internal and external customers, the Department of Information Technology supports Maryland’s agencies and commissions through its leadership and strategic direction for Information Technology and Telecommunications, establishing a long range, target technology architecture, encouraging cross agency collaboration and advocating best practices for operations and project management.

Main Purpose of Job

This position is key in the engineering and implementation of the Department of Information Technology's (DoIT) Local Area Network (LAN) IT infrastructure as well as with the IT infrastructure with the Department's partners, managers, directors, service owners, and other agencies at the state, local and federal levels of government.

The main purpose of this position is to plan, design, develop, implement, integrate and engineer DoIT's LAN infrastructure in the state of Maryland. This includes network design, troubleshooting, operations & maintenance (O&M), solution implementation-, short- and long-term capacity planning, formal hardware, and software evaluations, providing technical support and consulting to partner agencies, creating scopes of work (SOW), and bills of material (BOM), performing site surveys, optimizing LAN infrastructure solutions and related network documentation. 

This also includes coordinating, providing guidance and support to personnel either at DoIT, other agencies, contractors, LAN team members, DoIT managers or directors, networkMaryland™, or with others at DoIT to complete these tasks. 

This position also provides guidance and direction in the areas of hardware, software, networking, security, wireless, troubleshooting, assignment, and evaluation of work. Network Engineers are responsible for dispatching to subscribers’ sites across the state of Maryland when required.

POSITION DUTIES

Provides Tier III support for Operations & Maintenance.  LAN operations and troubleshooting includes gathering statistical data in order to evaluate the LAN's performance and the Enterprise Agency's data traffic efficiency.

Will include the operation and configuration of current monitoring devices.  Responsibilities also include troubleshooting any infrastructure-related hardware or network connectivity issues at all levels of the Open Systems Interconnection model (OSI). 

Diagnose the LAN infrastructure's hardware, software, communication and makes repairs, adjustments, changes, or recommendations.

Plans, designs, engineers and implements changes to existing LAN infrastructure and new LAN infrastructure. 

Performs technical research to provide enhancement to advise DoIT management to achieve cost-effective and efficient solutions offered by existing or new technical resources while maintaining objectives and policies.

Planning and documenting consists of developing site plans, Enterprise agency network diagrams, Service Delivery Plan (SDP), LAN Services roadmap, developing LAN maintenance and change management schedules, and assisting with resource allocation plans. Including documenting network hardware and software devices, communication links, security policies, and any other technical documentation necessary to accurately reflect the current LAN infrastructure.

Perform feasibility studies and site surveys, including long-range planning and understanding of diverse operating systems, databases, communications, and applications.  The implementation, integration, and installation of new and advanced LAN infrastructure into the current environment. This includes upgrades of the current operating systems. Supports the installation and configuration of LAN devices in DoIT's and Enterprise agencies environments including, routers, switches, wireless controllers, and access points and firewalls.  Support LAN Services team members with LAN installations and change management tasking.

MINIMUM QUALIFICATIONS

Education: Bachelor’s degree from an accredited college or university in Computer Science, Computer Information Technology, Management Information Systems or other information technology-related field to include coursework in application, communication, database or operating systems software technology. 

Experience: Three years of experience designing, developing, testing, implementing and maintaining application, communication, database or operating systems software. 

Notes: 

1. Graduation from an accredited high school or possession of a high school equivalency certificate and thirty credit hours from an accredited college or university in Computer Science, Computer Technology, Management Information Systems or other information technology-related field to include coursework in application, communication, database or operating systems software technology may be substituted for the required education. 

2. Graduation from an accredited high school or possession of a high school equivalency certificate and one additional year of experience designing, developing, testing, implementing and maintaining application, communication, database or operating systems software may be substituted for the required education. 

 3. Experience operating computer systems; or scheduling, controlling input and output to process data on computer systems; or evaluating, implementing and maintaining computer hardware and software; or converting data from project specifications by developing program code using generally accepted computer programming languages may be substituted for high school education on a year- for-year basis.

4. Candidates may substitute U.S. Armed Forces military service experience as a commissioned officer in the Computer Systems Operations classifications or Computer Systems Operations specialty codes in the Information Technology field of work on a year-for-year basis for the required experience and education.

DESIRED OR PREFERRED QUALIFICATIONS

Our Preferred Candidate Will Have:

One of the Following Certifications 
-Juniper JNCIE-ENT or JNCIE-SP Certification

and

Two or more of the following four certifications
-Juniper JNCIP-ENT or JNCIP-SP
-Cisco CCNP
-Aruba ACDP/ACCP
