POSITION DUTIES

This is primarily a field position involving the implementation of restoration and resiliency projects in the Chesapeake and Coastal Service of MD DNR. As a Natural Resources Manager, the employee will coordinate technical survey crews, develop planting plans, monitor project sites, conduct topographic surveys, conduct wetland and forest stand delineations, and assess project sites for appropriate Best Management Practices, prepare plans for and conduct invasive plant management at assigned restoration sites. The employee prepares and maintains a budget related to the planning and completion of restoration projects as assigned and may be asked to develop and manage implementation grants awarded to restoration partners. The NR Manager will also work with contractors and local government and non-profit partners across the state to provide technical assistance and management of restoration projects. This position serves as a regional ecological restoration coordinator and expected to be proficient in the areas of environmental impact, natural communities, and restoration.

Work involves the use of control pesticides and herbicides and the worker should be a State licensed applicator or apply to be certified to use these products under DNR licenses applicator.

The employee in this class receives general direction from a supervisor based in the Tawes Office Complex in Annapolis, MD. The position will require a significant level of independent work which will be self-directed.

● Serves as an ecological restoration coordinator responsible for implementing and leading restoration practices and projects via the Chesapeake and Coastal Bays Trust Fund administered by the MD DNR.
● Serves as a technical assistance lead for government and non-government entities.
● Serves as planning and maintenance coordinator for DNR lands and other state open spaces and Center sponsored restoration project sites.
● Represents the Chesapeake and Coastal Service at public information meetings, and technical meetings to convey information about Chesapeake and Coastal Service restoration programs and policies.
● Actively promotes responsible and healthy land management, native habitats, and public use.
● Negotiates necessary contracts for surveys, personal services, studies, etc., for assigned activity.
● Conducts field surveys appropriate to and in accordance with the objectives of assigned activities.
● Maintains awareness of new developments and incorporates such research findings into the assigned activity.
● Performs other related duties. 

MINIMUM QUALIFICATIONS

Education: Possession of a high school diploma or a State high school equivalence certificate.

Experience: Seven years of experience either performing, or supervising workers performing technical natural resources or conservation work.

Notes: 

1. Pertinent volunteer and/or part-time experience is acceptable. Please document the number of hours spent per week in this type of experience on the application form (MS 100).

2. Applicants may substitute vocational or college education in a natural resources discipline for experience at the rate of one year of education for one year of experience.

3. Candidates may substitute U.S. Armed Forces military service experience at a rank of Corporal/Petty Officer or higher as a non-commissioned officer in the natural resources management and biological sciences classifications or natural resources management and biological sciences specialty codes in the biological science technician field of work on a year-for-year basis for the required experience and education.   

DESIRED OR PREFERRED QUALIFICATIONS

● Experience completing physical work under harsh and adverse environmental conditions at least 50% -75% of time, year-round in all weather conditions, (including but limited to high heat and humidity, cold, biting insects, poison ivy, etc.). Able to perform work that involves lifting and carrying canoes, kayaks, heavy equipment, and supplies such as trees, tree tubes and planting materials.

● At least one of the following experiences demonstrating knowledge and background of estuarine habitats and plant ecology, may include: 
     o Previous job(s) held where estuarine ecology and plant habitat work was conducted.
     o Credentials, licenses, or certifications obtained related to biological science or field work.

BENEFITS

Contractual employees who work for an agency covered under the State Employee and Retiree Health and Welfare Benefits Program (the Program), have a current employment contract and work 30 or more hours a week (or on average 130 hours per month) may be eligible for subsidized health benefits coverage for themselves and their dependents. As a contractual employee, you will be responsible for paying 25% of the premiums for your medical and prescription coverage, including any eligible dependents you have enrolled. The State of Maryland will subsidize the remaining 75% of the cost for these benefits. You can also elect to enroll in dental coverage, accidental death and dismemberment insurance, and life insurance, but will be responsible to pay the full premium for these benefits.

Leave may be granted to a temporary/contractual employee who works an average of at least 12 hours per week. This leave accrues at a rate of one hour for every 30 hours worked, not to exceed 40 hours per calendar year.
