Main Purpose of Job

The mission of the Prevention and Health Promotion Administration (PHPA) is to protect, promote and improve the health and well-being of all Marylanders and their families through provision of public health leadership and through community-based public health efforts in partnership with local health departments, providers, community based organizations, and public and private sector agencies, giving special attention to at-risk and vulnerable populations. Within PHPA, the Contact Tracing Unit (CTU) works to improve the health of Marylanders by reducing the transmission of infectious diseases and supporting contacts who have been exposed. The Unit works in partnership with local health departments, public and private sector agencies, clinical partners such as hospitals and other stakeholders to provide public health leadership in the prevention, control, monitoring, and treatment of infectious diseases.

The main purpose of this position is to maximize the early identification of cases of COVID-19 and their close contacts to assure that cases and contacts are referred to the appropriate public health agencies for case investigation, contact tracing, and follow up. The person in this position will perform an initial investigation by reviewing the information provided for each case and close contact, searching their relevant clinical and exposure history, and referring records to local health departments and out-of-state health agencies as indicated and appropriate. The person in this position will serve as liaison and maintain cooperative relationships with Maryland’s local health departments, out-of-state health agencies, and other public and private partners involved in contact tracing and providing care coordination and resources needed for isolation and quarantine. The person in this position develops procedures for improved services after identifying issues highlighted by conducting quality assurance on electronic data records and applying quality control processes to the data management system and by responding to queries for information. The person in this position performs related duties including providing customer service to coordinating agencies (local health departments) and the general public.

 

MINIMUM QUALIFICATIONS

Education: Possession of a bachelor’s degree from an accredited college or university in nursing, social work, psychology, education, counseling or a related field.

Experience: Two years of professional experience in health services, one year of which must have been in professional clinical or administrative work in health or medical services in areas other than Mental Health, Developmental Disabilities or Addictions.

Notes:

1. Applicants may substitute a master’s degree from an accredited college or university in a health or human service field for one year of the required general experience.

2. Experience in the option must be as follows: professional clinical or administrative work in health or medical services in areas other than Mental Health, Developmental Disabilities or Addictions.

3. A bachelor’s degree from an accredited college or university in another field plus one additional year of professional experience in health services may be substituted for the specific degree.

4. Candidates may substitute U.S. Armed Forces military service experience as a commissioned officer in Health Care Administration classifications or Civil Affairs Specialist specialty codes in the health related field of work on a year-for-year basis for the required experience and education.

DESIRED OR PREFERRED QUALIFICATIONS

Preferred candidates will possess:

  • Experience working in public health at the federal, state, or local level and experience working in a high pressure setting with time-sensitive demands;
  • Experience drafting communications and agendas and taking and disseminating meeting minutes;
  • Intermediate experience using Microsoft Excel; and,
  • Demonstrated ability to quickly adapt to utilizing new software packages.

Candidates may remain on the certified eligible list for a period of at least one year. The resulting certified eligible list for this recruitment may be used for similar positions in this or other State agencies.

BENEFITS

Contractual employees who work for an agency covered under the State Employee and Retiree Health and Welfare Benefits Program, have a current employment contract and work 30 or more hours a week (or on average 130 hours per month) may be eligible for subsidized health benefits coverage for themselves and their dependents. As a contractual employee, you will be responsible for paying 25% of the premiums for your medical and prescription coverage, including any eligible dependents you have enrolled. The State of Maryland will subsidize the remaining 75% of the cost for these benefits. You can also elect to enroll in dental coverage, accidental death and dismemberment insurance, and life insurance, but will be responsible to pay the full premium for these benefits.

Leave may be granted to a contractual employee who has worked 120 days in a 12 month period. This leave accrues at a rate of one hour for every 30 hours worked, not to exceed 40 hours per calendar year.
