Main Purpose of Job

The purpose of this position is to: a. Develop, apply, monitor, maintain, and evaluate Maryland’s prenatal to age eight strategic plan, including data analysis and reporting. b. Provide compliance with national psychometric standards and adhere to nationally recognized conventions of scientific research and evaluation. c. Conduct statistical analyses related to programs in and outside of the Division of Early Childhood. d. Oversee and ensure the timely posting of data reports as needed. e. Provide technical assistance to Division personnel with respect to data collection, analysis, and reporting of data; f. Research, analyze, and report on laws, regulations, and best practices pertinent to Division goals, operations, initiatives, or plans; and g. Assist in data analysis and other requests for the Division’s Research Advisory Group.

POSITION DUTIES

Data Analysis and Reporting: 
Identifies, collects, processes, analyzes, reports and posts data pertinent to the Maryland’s prenatal to age eight strategic plan. Provides technical assistance to the Division, the Department, and state stakeholders regarding the reporting and use of early childhood data.

System Development and Evaluation:   
Designs and develops methodologies for research and evaluation projects related to Maryland’s prenatal to age eight strategic plan. Submits written findings, recommendations, and related reports to Assistant Superintendent or designee.  Advises Division personnel, MSDE, and state stakeholders on the use of data and research methodologies.

Policy Research:     
Conducts research and evaluation on Division projects as needed.  Assists in activities related to the Division’s Research Advisory Group.

MINIMUM QUALIFICATIONS

Education:   A Doctorate degree from an accredited college or university including fifteen credit hours in research methodology, theoretical or applied statistics and measurement theory.

Experience: Three years of experience in statistical research after the possession of the Doctorate degree.

                                                              OR  

Education:   A Master’s degree from an accredited college or university including nine credit hours in research methodology, theoretical or applied statistics and measurement theory.

Experience: Six years of experience in statistical research after the possession of the Master’s degree.

Note: Candidates may substitute U.S. Armed Forces military service experience as a commissioned officer in Statistician classifications or Statistician and Intelligence Officer specialty codes in the Statistics field of work on a year-for-year basis for the required education and experience. 

DESIRED OR PREFERRED QUALIFICATIONS

  • Knowledge and understanding of research methodology, principles and techniques of descriptive and inferential statistics, sampling theory and measurement theory and procedures of the principles involved in designing and executing statistical research studies in education or public administration; 
  • ability to design and direct research projects of considerable scope and complexity; *ability to administer statistical divisions including selection; orientation, training and supervision of sizeable numbers of subordinate professional and nonprofessional employees; 
  • ability to interpret and present statistical findings clearly and concisely, to professional colleagues, administrators, program directors, public officials and the general public;

EXAMINATION PROCESS

The examination will consist of a rating of your education, training, and experience as presented on your application and as they relate to the requirements of the position. Successful candidates will be ranked as Best Qualified, Better Qualified, or Qualified and placed on the employment (eligible) list for at least one year.

BENEFITS

Contractual employees who work for an agency covered under the State Employee and Retiree Health and Welfare Benefits Program, have a current employment contract and work 30 or more hours a week (or on average 130 hours per month) may be eligible for subsidized health benefits coverage for themselves and their dependents. As a contractual employee, you will be responsible for paying 25% of the premiums for your medical and prescription coverage, including any eligible dependents you have enrolled. The State of Maryland will subsidize the remaining 75% of the cost for these benefits. You can also elect to enroll in dental coverage, accidental death and dismemberment insurance, and life insurance, but will be responsible to pay the full premium for these benefits.

Leave may be granted to a contractual employee who has worked 120 days in a 12 month period. This leave accrues at a rate of one hour for every 30 hours worked, not to exceed 40 hours per calendar year.
