Introduction

This is a position specific recruitment for the Maryland Department of Natural Resources, Natural Resources Police. This recruitment will be used to fill current vacancies for the position and may be used to fill future vacancies in the same classification/function. Future vacancies may also be filled via other recruitments. The resulting eligible list will be maintained for one year.

Main Purpose of Job

The Maryland Natural Resources Police (NRP) is the primary Maryland agency for maritime homeland security. To fulfill this mission and the additional missions of conservation law enforcement and Maritime Search and Rescue, NRP has established a sophisticated vessel tracking system network known as MLEIN (Maritime Law Enforcement Information Network). This combination of coastal surveillance radar and long range infra-red/daylight cameras with pan, tilt, zoom and tracking capabilities, coupled with maritime tracking software provides “real time” vessel location and tracking services of commercial, law enforcement/military and pleasure craft.

These services represent the main data source for homeland defense measures against vessel-transported ordinance and/or standoff weaponry for the Port of Baltimore. NRP also uses tracking data and video for search and rescue of people in maritime distress as well as enforcement of conservation laws throughout the Chesapeake Bay region and off the Atlantic coast. Further, NRP distributes the data to federal, state, and local allied agencies using a methodology that permits independent use of the data by those agencies. This distribution is provided to and enhances the national defense posture through the Department of Homeland Security as well as facilitating the Domestic Common Maritime Picture (DCMP) provided by the Office of the Director, National Intelligence, National Marine Intelligence Integration Office (NMIO), and the United States Navy, Space and Naval Warfare Command (SPAWAR).

POSITION DUTIES

Monitors and troubleshoots the Maritime Law Enforcement Information Network (MLEIN) on a day to day basis.

Assists the MLEIN Program Manager.

Maintains high performance of multiple maritime RADAR units and long range video camera equipment.

Manages the MLEIN Technical Issues Directory and MLEIN equipment entries in the DNR Inventory System.

Provides support to NRP personnel for maritime surveillance operations and investigations.

Evaluates efficiency of operations and develops, revises and recommends new policies, standards, and workflow procedures, using new technology where appropriate.

Implements new regulations and policies as directed.

Works on sensitive and confidential projects requiring discretion and judgment in the release of information.

KNOWLEDGE, SKILLS AND ABILITIES

Knowledge of the principles, practices and procedures of managing a maritime vessel tracking system.

Knowledge of managing a RADAR unit.

Knowledge of managing daylight/infrared camera systems.

Knowledge of working in a maritime environment.

Knowledge of data distribution across multiple communications networks.

Ability to plan, organize and direct daily tasks and ongoing projects.

Ability to present recommendations clearly and concisely.

Ability to exercise judgment and discretion while maintaining confidentiality of sensitive information.

Ability to communicate effectively with co-workers, staff of other agencies and the general public.

MINIMUM QUALIFICATIONS

Education: A Bachelor's degree from an accredited college or university.

Experience: Five years of experience in administrative staff or professional work. One year of this experience must have involved one or more of the following: the supervision of other employees, overseeing and coordinating the general operations of a unit, applying rules and regulations, or exercising responsibility for the development of policies or procedures.

Notes:

1. Additional experience in administrative staff or professional work may be substituted on a year-for-year basis for the required education.

2. Additional graduate level education at an accredited college or university may be substituted at the rate of 30 semester credit hours on a year-for-year basis for the required general experience.

3. Candidates may substitute U.S. Armed Forces military service experience as a commissioned officer involving staff work related to the administration of rules, regulations, policy, procedures and processes, or overseeing or coordinating unit operations or functioning as a staff assistant to a higher ranking commissioned officer on a year-for-year basis for the required education and experience.

SELECTIVE QUALIFICATIONS

Applicants must meet the minimum and selective qualifications to be considered. Include clear and specific information on your application regarding your qualifications.

One year of experience operating and maintaining a vessel tracking system and interpreting RADAR and video feeds within a maritime environment is required.

DESIRED OR PREFERRED QUALIFICATIONS

1. A Bachelor’s Degree or higher in information science, information technology, systems management, electrical engineering, or another similar field from an accredited college or university.

2. Installing and programming radar processors.

3. Experience with Automatic Identification System (AIS) receivers and/or transceivers transponders.

4. Experience with camera and physical security management systems. 

5. Experience with equipment purchasing, inventory, maintaining equipment lists  and conducting inventory audits.

6.  Experience with maritime radar systems.

7.  Experience using daylight, infrared, and  pan/tilt/zoom security cameras.

LICENSES, REGISTRATIONS AND CERTIFICATIONS

Employees in this classification may be assigned duties which require the operation of a motor vehicle. Employees assigned such duties will be required to possess a motor vehicle operator's license valid in the State of Maryland.
