Main Purpose of Job

The Maryland Department of Commerce is seeking qualified applicants for the position of Digital Content Manager (Administrator III), with in the Division of Marketing, Tourism, and the Arts – Digital Marketing Unit. The incumbent serves as the primary manager for the Department’s digital content, working with staff across Divisions to cultivate and incorporate relevant information on Maryland’s digital properties including websites and email marketing. This position will be required to research the Maryland business community, key industry sectors, business resources and become familiar with the business advantages. The incumbent will use the information to produce enticing promotional content that attracts businesses and workers to Maryland. The position ensures that information is updated regularly and is consistent with the Maryland branded voice, style and structure. Duties include updating and maintaining various websites with relevant business resources, promotional information, and legislatively mandated reports. The incumbent will also assist with content direction on all statewide websites that have business related content. This requires involvement with various state agencies and partners and is a vital role that ties all the messaging related to business in Maryland together. This position also manages the email marketing program for Commerce which serves to communicate with businesses in state and out of state by maintaining current email lists, cleaning and growing subscriber lists, deploying pertinent email communications to businesses regarding resources and news to help them grow.

POSITION DUTIES

The selected candidate will have strong writing, proofreading, and editing skills and have produced original content for digital media; possess the ability to work effectively with internal and external clients in both the public and private sectors; experience managing an email marketing program;  excellent organization, time-management and project-management skills, including the capability to manage multiple assignments in a deadline-oriented environment.

MINIMUM QUALIFICATIONS

Education: A Bachelor's degree from an accredited college or university.

Experience: Five years of experience in administrative staff or professional work. One year of this experience must have involved one or more of the following: the supervision of other employees, overseeing and coordinating the general operations of a unit, applying rules and regulations, or exercising responsibility for the development of policies or procedures.

Notes:

1. Additional experience in administrative staff or professional work may be substituted on a year-for-year basis for the required education.

2. Additional graduate level education at an accredited college or university may be substituted at the rate of 30 semester credit hours on a year-for-year basis for the required general experience.

3. Candidates may substitute U.S. Armed Forces military service experience as a commissioned officer involving staff work related to the administration of rules, regulations, policy, procedures and processes, or overseeing or coordinating unit operations or functioning as a staff assistant to a higher ranking commissioned officer on a year-for-year basis for the required education and experience.

DESIRED OR PREFERRED QUALIFICATIONS

It is desired and preferred that candidates have the following qualifications:
  • Bachelor’s or master’s degree in marketing, communications, or related field.
  • Three (3) or more years of experience working in a social and digital marketing, communications, or related field.
  • Professional experience producing and maintaining original content for digital media such as websites and social networks.
  • Experience managing an email marketing program, 
  • Experience optimizing digital content for search engines (SEO). 
  • Experience with digital content strategy and user experience design.
  • General understanding of how web code works. 
  • Experience managing content on the following platforms is a plus: WordPress, SharePoint, Django, KnackHQ, ArcGIS, Mailchimp, GovDelivery, MS Office Suite, Google Drive Suite, HTML, and Google Analytics.

LICENSES, REGISTRATIONS AND CERTIFICATIONS

Employees in this classification may be assigned duties which require the operation of a motor vehicle. Employees assigned such duties will be required to possess a motor vehicle operator's license valid in the State of Maryland.
