Main Purpose of Job

This position serves as the Administrative Operations Coordinator/Personnel Manager at the Calvert County Department of Social Services (CCDSS). The responsibilities include Personnel management, facility operations, alternate liaison for Calvert County Emergency Operations Center, procurement monitoring, processing and approvals. Provides back-up approvals of transactions in the (Financial Management Information Systems [FMIS] including approval of purchase orders and requisitions for the Management Associate. The position is responsible for contract monitoring. This is position is supervised by the Assistant Director for Administration.

POSITION DUTIES

Personnel/HR: As Personnel Manager, manage all agency personnel functions: 

• Administer state, local, and agency personnel policies, procedures, and the union Memorandum of Understanding 
• Classification: Process all classification actions according to established law, and time frames; maintain current classifications in personnel files 
• Maintain up-to-date Organizational Charts for CCDSS 
• Recruitment: Develop and submit DBM/DHR required exception requests; initiate recruitment by use of established or created eligible list; create media advertisements whenever feasible; oversee reference information collection 
• Selection Appointments: coordinate the selection and finalizing of candidate appointment which includes coordinating start dates, required trainings, State ID, etc. Develop or maintain a checklist for new hire necessities and also a checklist for completion or termination of probation 
• Interact with DHR/HRDT Personnel staff regarding the options available for position specific testing, candidate eligibility, contractual recruitments 
• Employer-employee Relations Liaison – Interact with the DHR/EER office when needed relative to employee issues or concerns generated at the local office or at HRDT. This involves meeting critical timelines for disciplinary actions, being well versed on the correct policy or procedure to implement and to keep the Director advised throughout 
• Performance Evaluations – Monitor timely completion of all staff bi-annual performance evaluations. Prepare bi-annual report and submit to DHR/HRDT. Provide training and consultation services for all supervisors and assistant directors regarding the PEP process 
• Personnel Files – Maintain accurate and complete personnel files on all employees. 
• Employee Benefits – Coordinate the annual Open Enrollment activities for the department and manage the new employee enrollment, and changes and other activities for all enrolled employees. Assist and inform employees of changes and essential timeframes that are established by the State Employee Benefits Program. 
• Retirement Coordination – assist the agency staff with enrollments and changes to current members. Instruct and advise new employees regarding the benefits and requirements for the State employees • Leave Bank – Coordinate the use of the State Employee Leave Bank application process. Monitor usage and adherence to reporting requirements 
• State Medical Doctor Evaluation Referrals and ADA Liaison – Make recommendations to the Assistant Director and Director regarding extended employee absences due to medical condition(s). Coordinate the preparation of all proper documentation and paperwork for an informed evaluation; maintain communications with the DHR/Human Resource Development and Training Division and follow prescribed State guidelines when a determination/recommendation is received from the State Medical Director. Act as liaison with the ADA administrator at DHR Central 
• May conduct one-on-one meetings with staff regarding issues or concerns if the situation warrants the need • Insure that recruitment for staff vacancies is completed timely, and that all State personnel regulations are followed 
• Plan and coordinate the new employee orientation 
• Records and tracks staff training and CEU’s as appropriate 
• Insure that agency and contractual staff receive accurate payment for their service, and that increments, bonuses, reclassifications, and upgrades occur accurately and timely 
• Provide back-up leave keeping, bi-weekly payroll reporting 
• Consult with the Assistant Director and Director regarding grievances and hearings, and recommend appropriate disciplinary action in a fair and consistent manner Administrative Operations: This position also oversees Facility operations, alternate liaison for Calvert County Emergency Operations Center, and procurement approvals

MINIMUM QUALIFICATIONS

EDUCATION: A Bachelor's degree from an accredited college or university.

EXPERIENCE: Four years of experience in administrative staff or professional work. (Please see next section for the selective qualification.)

NOTES:

1. Additional experience in administrative staff or professional work may be substituted on a year-for-year basis for the required education.

2. Additional graduate level education at an accredited college or university may be substituted at the rate of 30 semester credit hours on a year-for-year basis for the required experience.

3. Candidates may substitute U.S. Armed Forces military service experience as a commissioned officer involving staff work related to the administration of rules, regulations, policy, procedures and processes, or overseeing or coordinating unit operations or functioning as a staff assistant to a higher ranking commissioned officer on a year-for-year basis for the required education and experience.

SELECTIVE QUALIFICATIONS

Applicants must meet the selective qualification(s) to be considered. Include clear and specific information on your application regarding your qualifications. 

One year of professional HR experience in a combination of areas in recruitment and employment services, classification and compensation, employee relations, job analysis, job evaluation, salary administration, HR program evaluation, HR policy formulation and payroll. 

(Please note: paraprofessional experience cannot be used to meet this selective qualification; the HR experience used to meet the selective qualification must be at the professional level.)

 

DESIRED OR PREFERRED QUALIFICATIONS

Preference will be given to applicants who possess the following preferred qualification(s). Include clear and specific information on your application regarding your qualifications 

- A bachelor's degree in Human Resources, Business Administration or similar field from an accredited college or university 
- One year of experience with the Microsoft Office Suite (Word, Excel, PowerPoint, etc.) or Google Docs Editors (Docs, Sheets, etc.) computer software 
- One year of experience with the formal supervision of employees 
- Knowledge of the provisions of the State Personnel and Pensions Article, the Fair Labor Standards Act, the Family Medical Leave Act, the Americans with Disabilities Act, Code of Maryland Regulations-Title 17, equal employment opportunity laws and related State HR policies, rules and regulations 
- Knowledge of the theories, principles and practices associated with public HR/personnel administration 
- Skill in the interpretation and application of HR related laws, regulations, rules, policies, procedures and guidelines 
- Experience working with Union Representative 
- Ability to determine and select the best alternative for the administration of HR operations and for the resolution of HR related problems
- Ability to maintain effective working relationships with employees, supervisors, subordinates, program - Ability to communicate effectively
- Ability to maintain confidentiality
- Ability to defend actions in administrative proceedings such as grievance and disciplinary conferences, hearings and in court proceedings

LICENSES, REGISTRATIONS AND CERTIFICATIONS

Employees in this classification may be assigned duties which require the operation of a motor vehicle. Employees assigned such duties will be required to possess a motor vehicle operator's license valid in the State of Maryland.
