POSITION DUTIES

The position will assist and perform a variety of employee relations, personnel and administrative staff functions in support of the Maryland Department of Veteran's Affairs.

As the Employee Relations Manager the position will provide administrative support to the appointing authority by investigating work disputes, grievances, disciplinary violations, and discrimination claims;

Serves as EEO Officer, Fair Practices Officer, and ADA Coordinator;

Facilitating management's relationship with the employees' exclusive representatives (labor unions)T

Training agency employees in prevention of sexual harassment; 
Other duties as assigned. 

MINIMUM QUALIFICATIONS

Education: A Bachelor's degree from an accredited college or university.

Experience: Four years of experience in administrative staff or professional work.

Notes:

1. Additional experience in administrative staff or professional work may be substituted on a year-for-year basis for the required education.

2. Additional graduate level education at an accredited college or university may be substituted at the rate of 30 semester credit hours on a year-for-year basis for the required experience.

3. Candidates may substitute U.S. Armed Forces military service experience as a commissioned officer involving staff work related to the administration of rules, regulations, policy, procedures and processes, or overseeing or coordinating unit operations or functioning as a staff assistant to a higher ranking commissioned officer on a year-for-year basis for the required education and experience.

DESIRED OR PREFERRED QUALIFICATIONS

Preference will be given to applicants who possess the following preferred qualification(s). Include clear and specific information on your application regarding your qualifications.

1. Two years or more of experience with the State of Maryland in an employee relations or human resources administration capacity.
2. One year or more of experience investigating workplace disputes, grievances, and/or disciplinary violations. Working knowledge of State of Maryland personnel statutes, regulations, and policies. 
3. Working knowledge of antidiscrimination law (Federal and Maryland). 
4. Working knowledge of the Microsoft Office suite of personal productivity software including Word, PowerPoint, and Excel.

LICENSES, REGISTRATIONS AND CERTIFICATIONS

Employees in this classification may be assigned duties which require the operation of a motor vehicle. Employees assigned such duties will be required to possess a motor vehicle operator's license valid in the State of Maryland.

Successful candidates will be ranked as Best Qualified, Better Qualified, or Qualified and placed on the employment (eligible) list for at least one year.  The resulting certified eligible list for this recruitment may be used for similar positions in this or other State agencies.
