POSITION DUTIES
The PIA Coordinator represents the lead managerial position of a unit dedicated to the processing of the Department's PIA (Public Information Act) requests. As such, the position directs and manages the daily operation of the unit which is currently assigned one sworn position and three civilian PINS. The supporting staff is charged with assessing and collecting service fees as well as the review and redaction of records to assure legal sufficiency. The types of records reviewed and redacted include, but are not limited to, written reports, notes, email correspondence, video footage (e.g., dash camera footage / body worn cameras), photographs, and audio recordings (e.g., witness interviews). Due to the nature of the records kept, the work of the unit is intricate as well as sensitive in nature. Most often the requests are associated with ongoing legal proceedings and/or media driven. In the Department's effort to manage and process an estimated 12,000 PIA requests per year, the position is also charged with coordinating PIA efforts amongst inter and intra Departmental record custodians and ancillary divisions (e.g., Office of Media Communications, Office of Legal Counsel, Office of the State Fire Marshall, Central Records Division, MCAC and Electronic Services). Relative to PIA matters, the position serves as the point of contact for the Attorney General's Office, the PIA Compliance Board and Public Access Ombudsman.
Directs and manages the daily operations of the Department's PIA compliance and response effort.
Supervises staff assigned to PIA Operations.
Evaluates the Department's efficiency and compliance with PIA Requirements.
Other duties as assigned by supervisory or Command personnel.
MINIMUM QUALIFICATIONS
Education: Possession of a Bachelor's degree from an accredited four-year college or university.
Experience: Three years experience in administrative or professional work.
Notes:
1. Candidates may substitute additional experience in administrative staff or professional work on a year-for-year basis for the required education.
2. Candidates may substitute additional graduate level education at an accredited college or university at the rate of 30 semester credit hours for each year of the required experience.
3. Candidates may substitute U.S. Armed Forces military service experience as a commissioned officer involving staff work that included the regular use of independent judgment and analysis in applying and interpreting complex administrative plans, policies, rules or regulations or analysis of operational programs or procedures with recommendations for improvement on a year-for-year basis for the required education and experience.
DESIRED OR PREFERRED QUALIFICATIONS
Preferred Qualifications:
1. Experience processing requests submitted under the Public Information Act (PIA), to include the search, redaction and dissemination of information to requesters.
2. Experience in the gathering and analysis of information requests.
3. Experience providing written responses to internal and external customers.
LICENSES, REGISTRATIONS AND CERTIFICATIONS
SPECIAL REQUIREMENTS
In accordance with Section 2-204(b)(6) of the Public Safety Article, Candidates for position in this classification will be subject to an initial drug screening and a complete criminal background investigation to include a polygraph examination before permanent appointment can be made. A criminal conviction may be grounds for rejection of the candidate.
SELECTION PROCESS
The selection process for this recruitment will involve a rating of the training and experience provided on the application. Applicants who meet the minimum qualifications will be placed on an eligible list in the BEST QUALIFIED, BETTER QUALIFIED, and QUALIFIED categories. The list will be used by the hiring manager to select the individual to fill this vacancy. The list will be valid for one year.
EXAMINATION PROCESS
The examination will consist of a rating of your education, training and experience related to the requirements of the position. You may be required to complete a qualifications supplement, or the rating may be based on your application. Report all experience and education that is related to this position. Applicants may be given a physical examination and will be subject to an interview, background investigation, polygraph examination and substance abuse testing.
