POSITION DUTIES

This position serves as an Administrator and is responsible for providing technical assistance in the interpretation of COMAR regulations relating to Education Services for Children in Out-of-Home Services for the Local Departments of Social Services (LDSS) within the Department of Human Services (DHS). The incumbent in this position works closely with DHR Office of the Attorney General on development of new regulations and updates changes to current regulations relating to education for children in Out-of-Home Placement; monitors the use of funds allocated to local departments by tracking DHR's educational expenditures, Education Training Voucher (ETV), and the Maryland State Tuition Waiver for Foster Care recipients; and develops new policy directives and provides guidance to Policy Analysts on the development of policies relating to Education Services for Children in Out-of-Home Care.

This position also identifies training needs for local department staff; oversees the Fostering Connections Act and Every Student Succeeds Act for education services for children in Out-of-Home care; coordinates with stakeholders from the Maryland State Department of Education, Higher Education and local education systems, etc. 

Monitors for compliance with Federal/State regulations, policies and evaluation of 24 local departments activities for outcome effectiveness; conducts record reviews both on-site with the Child, Juvenile and Adult Management System (CJAMS) and interviews with local department staff to ensure compliance with Federal/State requirements; compiles, reviews information and reports to assist local departments' with quality improvement; develops and monitors the State plan for ongoing oversight and coordination of education services for children in Out-of-Home care as required by the Fostering Connections Act of 2008 and the Every Student Succeeds Act 2016; provides technical assistance and confers with LDSS staff to improve outcomes of State Plan; solicits feedback regarding barriers, strengths, and provides appropriate support to overcome barriers; provides customer service to both internal and external customers; analyzes prospective legislation that impacts on Out-of-Home Placement services for all children placed in the Out-of-Home Placement (foster care, kinship care, adoption, independent living) populations; interprets, writes regulations and policies based on passed legislation and participates in the discussion with Federal partners regarding the implications of Federal regulations which impacts on Out-of-Home Placement foster care services in Maryland.

 This position reviews and analyzes program budget for the impending fiscal year; recommends new legislation or other legal mandates that may require requesting adjustments to the baseline budget; provides assistance to concerned citizens of Maryland by responding to various allegations about the delivery of services by staff in Out-of-Home Placement services on behalf of the Governor, Lieutenant Governor, DHS Secretary, Executive Director for Social Services Administration, and the Program Manager for Out-of-Home Placement services; develops, reviews and analyzes narrative and statistical reports to monitor program effectiveness to meet Federal/State outcome measures at the State, local and regional levels; manages and oversees the Maryland Tuition Waiver for Foster Care Recipients and the Education and Training Voucher (ETV) Programs; maintains statistical data on educational stability, Maryland Tuition Waiver and Education/Training vouchers for children in Out-of-Home care; coordinates and implements the Federal Every Student Succeeds Act across Maryland in all 24 local jurisdictions; works with Child Welfare Academy to develop training related to education services for children in Out-of-Home placement; and provides clarification to LDSS on questions regarding education regulations for children in Out-of-Home placement.

MINIMUM QUALIFICATIONS

EDUCATION: A bachelor’s degree from an accredited college or university.

EXPERIENCE: Five years of experience in the administration of a human services program or experience conducting studies and analyses of programs, procedures, practices and organizations.

NOTES:
1. Additional professional or technical experience in the administration
of a human services program or experience conducting studies and analyses of programs, procedures, practices and organizations may be substituted on a year-for-year basis for the required education.
2. Education at the graduate level at an accredited college or university in a human services related field at may be substituted the rate of 30 semester hours per year for up to two years of the required experience.

DESIRED OR PREFERRED QUALIFICATIONS

Preference will be given to applicants who possess the following preferred qualification(s). Include clear and specific information on your application regarding your qualifications.

1. One year experience working in Child Welfare.
2. One year of targeted experience working with Emerging Adults (youth 14 years to 21 years). 
3. One year experience with K-12 general and/or special education programs for children in foster care. 
4. Knowledge of post secondary education services for youth and young adults. 
5. Experience with public speaking, conducting presentations and providing training and technical assistance.

For education obtained outside the U.S., a copy of the equivalent American education as determined by a foreign credential evaluation service is required prior to hire.
