Introduction

The Maryland-National Capital Region Emergency Response System (MDERS) focuses on developing response capabilities for its stakeholders in both Montgomery and Prince George's Counties, including law enforcement, fire, EMS, emergency management, public health, and the hospitals. An important focus of the MDERS is the ongoing training and exercise programs that support the development and maintenance of MDERS targeted capabilities.

Main Purpose of Job

The Maryland-National Capital Region Emergency Response System (MDERS) is seeking a highly-qualified Training and Exercise Specialist to oversee the development and implementation of a training and exercise program for MDERS stakeholders that focuses on developing response capabilities to critical incidents. The Training and Exercise Specialist will serve as the conduit between leadership, stakeholders, MDERS staff, and vendors to create an effective training plan for stakeholders and ensure the delivery of the highest quality training. The Training and Exercise will implement innovative training initiatives for stakeholders that include, but are not limited to, traditional in-class instruction, online training, and simulations. The Training Coordinator will also take a direct role in providing training to stakeholders, especially in the areas of public access bleeding control and the incident command system (ICS), as well as other priorities as identified. The incumbent will also design and execute various discussion and operations based exercise initiatives.

POSITION DUTIES

-Ability to coordinate and teach complex training initiative to stakeholder audiences ranging from scale to large

-Ability to plan, design, develop, conduct, and evaluate discussions and operations based exercises according to the Homeland Security Exercise and Evaluation Program (HSEEP) model

-Ability to create the blended and innovative training materials, including online, asynchronous, and simulation platforms

-Ability to work with vendors to provide training and exercise initiatives to stakeholders

-Ability to facilitate discussions and reach consensus training and exercise solutions amongst a diverse group of stakeholders, support staff, and leadership with varying needs and capabilities

-Ability to work with MDERS staff and stakeholders in a manner that fosters a collegial, cooperative, and friendly working environment for all

-Ability to effectively communicate, in writing and verbally, to individuals and large audiences

-Ability to create written and verbal reports, as well as presentations, to convey status updates o project progress, risks, mitigation, adjustments, and future plans

-Proficiency in standard office productivity computer applications, such as Microsoft Office Suite

-Ability to establish, collect, monitor, and analyze performance metrics and provide concise reports that effectively relay pertinent findings

MINIMUM QUALIFICATIONS

Education: Bachelor's degree from an accredited college or university

Experience: Three years of experience in developing and delivering training courses and exercise programs

DESIRED OR PREFERRED QUALIFICATIONS

Preference will be given to applicants who possess the following preferred qualification(s). Include clear and specific information on your application regarding your qualifications.

-Bachelor's degree in emergency management, health services, emergency medical services, education or related discipline

-Certified as a trainer or instructional designer

-Experience as a responder in law enforcement, fire, EMS, public health, emergency management, or hospital setting

-Experience in consensus building in a multidisciplinary and/or multi-jurisdictional environment

-Experience in developing lesson plans and curriculum for trainings

-Experience in creating exercises to assess capabilities

BENEFITS

Contractual employees who work for an agency covered under the State Employee and Retiree Health and Welfare Benefits Program, have a current employment contract and work 30 or more hours a week (or on average 130 hours per month) may be eligible for subsidized health benefits coverage for themselves and their dependents. As a contractual employee, you will be responsible for paying 25% of the premiums for your medical and prescription coverage, including any eligible dependents you have enrolled. The State of Maryland will subsidize the remaining 75% of the cost for these benefits. You can also elect to enroll in dental coverage, accidental death and dismemberment insurance, and life insurance, but will be responsible to pay the full premium for these benefits.

Leave may be granted to a contractual employee who has worked 120 days in a 12 month period. This leave accrues at a rate of one hour for every 30 hours worked, not to exceed 40 hours per calendar year.
