Main Purpose of Job

The main purpose of this position is to manage the Division of Recipient Eligibility Programs within the Office of Eligibility Services.  

Job duties include: 

  • Maintaining the eligibility master file for the Maryland Medicaid Program; 
  • Coordinating the development and implementation of State and Federal policies, procedures, and regulations as they relate to the Medicaid Management Information System (MMIS) Recipient Subsystem;
  • Conducting liaison and coordination activities with the Department of Human Services (DHS) for Medicaid eligibility processes;
  • Providing oversight to the operation and maintenance of the Medicare files, Medicare related activities and Buy-In process;
  • Coordinating the Recipient Eligibility Verification System (EVS) requirements for the MMIS Recipient Subsystem;
  • Administering the issuance of all Medical Care Program Recipient ID cards;
  • Managing the Data Processing On-Line Communications Network for Medical Care Programs;
  • Assisting with the coordination of MMIS design/development requirements for the Recipient Subsystem;
  • Assisting with the coordination of MMIS/Client Automated Resource Eligibility Systems (CARES) interface between DHS and the Maryland Department of Health (MDH);
  • Assisting with the coordination of the MMIS/Health Benefit Exchange (HBX) interface between the Maryland Health Benefit Exchange (MHBE) and MDH; and,
  • Administering all personnel related functions affecting Division personnel.

MINIMUM QUALIFICATIONS

Requires a bachelor’s degree and six years of administrative or professional experience, three of which at a supervisory or management level. 

A master’s degree will substitute for one year of general experience.  Additional experience will substitute on a year-for-year basis for the bachelor’s degree.  A doctorate will substitute for two years of general experience.

DESIRED OR PREFERRED QUALIFICATIONS

The successful applicant should have knowledge and demonstrated application of Medicaid Assistance policies, regulations, guidelines, and requires the exercise of discretion and independent judgement directly related to Medical Assistance Program data and situations.

This is a Management Service position, and serves at the pleasure of the Appointing Authority.  A resume must accompany your application.
