Introduction

The Maryland State Retirement Agency is the administrator of the Maryland State Retirement and Pension System.  The System is a multi-employer, public employees’ benefit retirement system composed of twelve (12) separate retirement and pension systems with additional plan components.

The Agency is seeking a committed professional to serve as Managing Director in the Investment Accounting and Portfolio Administration & Operations unit of the Investment Division.  The Managing Director reports directly to the Chief Investment Officer, and will be an active member of the senior management team as well as responsible for supervising a team of six professionals.

This is a Management Service position that is key to enabling a mission-driven team of investment professionals. The investment division is a team of results-focused, creative problem solvers who work together with the Board of Trustees, consultants and asset managers to provide a secure base of assets to pay the current and future benefits for the underlying 400,000 members, retirees and beneficiaries.

This is a Management Service position and it serves at the pleasure of the Appointing Authority.

POSITION DUTIES

Responsibilities of the Managing Director of Investment Accounting and Portfolio Administration & Operations will include the preparation of financial statements for inclusion in the System's Comprehensive Annual Financial report based on GASB standards; as well as the monthly closing of accounting books; and the ongoing management of the custodial bank contract and relationship. This position will provide critical oversight of investment operations activity including trade settlement, position reconciliation, and cash flow processing. The perfect candidate will have skill sets including an attention to detail for the review and reconciliation of management fees. The candidate should have prior experience with managing, mentoring, recruiting and evaluating a talented team of accountants and operations experts. In addition, the candidate should expect to collaborate with other members of the senior management team to make recommendations to the Chief Investment Officer for the effective management of the Division.


A committed, and thoughtful individual will lead the Investment Accounting and Portfolio Administration & Operations team to ensure prudent, accurate, and efficient administration of the System’s investment program.  Responsibilities include, but are not limited to:

 

  1. Preparation of financial statements and reports
  2. Manage the relationship with the System’s custodian
  3. Interpret and implement relevant GASB standards
  4. Review account statements and verify investment management fees
  5. Reconciliation of monthly cash flows
  6. Processing and reconciliation of internal securities trades
  7. Managing research related to securities litigation.
  8. Participating on procurement evaluation committees
  9. Managing special projects and other duties as assigned.

MINIMUM QUALIFICATIONS

EducationGraduation from an accredited four-year college or university with a bachelor’s degree

Experience: Relevant experience in investments or finance with a focus on accounting, operations, or administration

DESIRED OR PREFERRED QUALIFICATIONS

Preference will be given to applicants who possess the following preferred qualification(s). Include clear and specific information on your application regarding your qualifications. 

A productive and successful candidate will have some if not all of the experiences listed below to be able to manage the ongoing activities in this very busy unit. 

1. Institutional multi-asset investment accounting and operations experience 
2. Experience in the financial services industry 
3. Demonstrated experience in a plan sponsor environment 
4. Knowledge of Governmental Accounting Standards Board standards 
5. Bachelor’s degree in Accounting, Finance, Economics, Mathematics or similar technical field 
6. Supervisory experience of one or more individuals 
7. Master’s degree in Business Administration, Finance or a CPA
