Main Purpose of Job

The Deputy Secretary for Public Health Services (PHS) oversees the public health aligned units and programs within the Maryland Department of Health (MDH).  With a budget of over $1 billion and 5,000 employees, the Deputy Secretary manages and leads various administrations and offices including the: Prevention and Health Promotion Administration, Laboratories Administration, Office of the Chief Medical Examiner, State Anatomy Board, Office of Provider Engagement and Regulation, Office of Health Care Quality, Office of Population Health Improvement, Vital Statistics & Vital Records, and 24 Local Health Departments.

The Deputy Secretary for Public Health Services provides leadership to improve the health status of every Maryland resident and to ensure access to quality health care.  ln providing such leadership, the Deputy Secretary of Public Health is responsible for advising the Secretary of Health on health matters and related public health policies and programs and directing department staff in carrying out the public health service programs and activities to ensure the health and well-being of Maryland citizens.  This executive level position has day-to-day operational oversight including budget and fiscal management, supervision and management of staff, policy development, and program planning and analysis, as well as responsibility for investigation, monitoring, and laboratory testing for communicable diseases, community health education and preventive disease services.  


Qualified candidates must possess a degree in medicine from an accredited college or university, licensure to practice medicine, current Board Certification and at least five years of experience in the practice of medicine, including three years in a public health setting and two years at the managerial or supervisory level. 

A Masters in Public Health may be substituted for one year of the required public health experience.  A board certification in public health or preventive medicine may be substituted for 2 years of the required public health experience. 


The preferred candidate will have an analytical background in public health policy and planning, demonstrated leadership capabilities, and the ability to provide testimony and advice to the General Assembly pertaining to public health issues.  Experience in emergency preparedness and response services, or experience planning and practicing emergency drills and exercises, preferably in a health care setting, is also desired.


1.The selected applicant will be required to possess licensure and registration with the Maryland Board of Physicians to practice medicine under Maryland State law.

Candidates with qualifying experience who are in possession of a pending, expired, or out of state license to practice medicine are encouraged to apply.  If selected, MDH will provide assistance with transferring medical licensure to Maryland in a timely manner.

2. Applicants for this classification must be certified by an American Medical Association Specialty Board in an area of medical specialization.


This is an Executive Service position, and serves at the pleasure of the Appointing Authority.  A resume must accompany an application.
