Introduction

The Department of Labor is accepting applications from all qualified applicants for the position of Procurement Officer II. This position is responsible for the full performance level of work in the procurement of equipment, services, construction, supplies, information technology, and other needs, which must be obtained through the competitive or negotiated procurement process.

Main Purpose of Job

The position of Procurement Officer II for the Office of Administration (OOA), Contract and Procurement Unit serves as Procurement Officer for the Department of Labor. The position is responsible for the full performance level of work in the procurement of equipment, services, construction, supplies, information technology, and other needs, which must be obtained through the competitive or negotiated procurement process. The position is responsible for leading, soliciting, evaluating; negotiating and awarding contracts for the Department in accordance with State Procurement Regulations (COMAR Title 21). This position is also responsible for grants, the corporate credit card and purchasing transactions.

POSITION DUTIES

Duties of this position include, but are not limited to:

  • Procuring or coordinating the procurement of supplies and services required by various programs in accordance with all applicable federal, state and local laws, policies and procedures.
  • Prepare highly technical and complex specifications, contracts and solicitation documents, including all related research and value analysis.
  • Prepare and analyze competitive sealed bids, competitive sealed proposals, requests for quotations and requests for statements of qualifications.
  • Identify and notify potential sources.
  • Conduct pre-bid and pre-proposal conferences.
  • Coordinate and supervise activities of evaluation committees.
  • Recommend lowest responsive, responsible bidder on IFC's most advantageous offer on RFP'S and most qualified.

MINIMUM QUALIFICATIONS

Education: A Bachelor’s degree from an accredited college or university.  

Experience: Three years of experience in contract management or procurement involving duties such as: soliciting, evaluating, negotiating and awarding contracts and ensuring compliance with governmental procurement laws, regulations and conditions.    

Notes:  

1. Candidates may substitute professional contract management or procurement experience on a year-for-year basis for the required education.  

2. Candidates may substitute certification as a Certified Public Manager from the National Association of Purchasing Management; Certified Professional Contracts Manager from the National Contract Management Association; Certified Public Purchasing Officer or Certified Professional Public Buyer from the Universal Public Purchasing Certification Council (National Institute of Governmental Purchasing, Inc. or National Association of State Purchasing Officers) for the required education.  

3. Candidates may substitute additional graduate education at an accredited college or university, at the rate of thirty credit hours for each year of the required experience.  

4. Candidates may substitute U.S. Armed Forces military service experience as a commissioned officer in Contracting, Industrial Management or logistics specialist classifications or administrative support specialty codes in the procurement or financial management fields of work on a year-for-year basis for the required experience and education.

DESIRED OR PREFERRED QUALIFICATIONS

Strong preference will be given to applicants that possess the following. Include clear and specific information on your application regarding the qualification(s).

Experience with State of Maryland Procurement

Experience utilizing FMIS software

Supervisory experience

Experience using Google Office Suite, Excel, Word, PowerPoint, Access and/or Google Suite docs, e-mail, etc.

Experience with ADPICS, eMMA

LICENSES, REGISTRATIONS AND CERTIFICATIONS

1.  Employees in this classification may be assigned duties which require the operation of a motor vehicle.  Employees assigned such duties will be required to possess a motor vehicle operator’s license valid in the State of Maryland.

2.  Employees in this classification who have not already done so must obtain and possess certification as a Procurement Professional Certification from the Maryland Department of General Services within one year of appointment.

SPECIAL REQUIREMENTS

All candidates are subject to a background check against files maintained by the Division of Unemployment Insurance (Department of Labor/DUI) to determine whether any monies are owed to Department of Labor/DUI as a result of unemployment overpayment/fraud. Any unpaid debt may have an impact on whether or not a candidate is offered employment.
