Main Purpose of Job

The position functions as a Title IV-E Administrative Specialist and is responsible for providing monitoring and administrative support essential to ensuring compliance with federal laws, rules and regulations for the delivery of services. Duties and responsibilities include special project coordination and monitoring, productivity monitoring, professional development monitoring, training and event coordination, administrative support for statewide Title IV-E unit, and administrative support duties to the Title IV-E Program Manager/Director and Central IV-E staff.

POSITION DUTIES

Compiles and reviews monthly regional supervisor productivity reports.  Analyzes received reports and prepares final cumulative report for Program Manager/Director regarding regional supervisor’s achievement of productivity minimum requirements and goals for each regional supervisor and conglomerate of Title IV-E supervisors statewide. Monitors the ongoing revisions and compliance with individual LDSS local workplans.  Ensures that document remains current and accurate to the needs of the Title IV-E program, the individual Title IV-E local unit and the local department of social services.  Ensures that regional supervisor has met with the local department liaison according to the applicable frequency for the region.  Prepares regular reports to the Program Manager/Director regarding local plan adjustments and liaison meetings. Monitors productivity of regional supervisors and central staff.  Performs analysis and evaluation of achievement of productivity standards.  Prepares recommendations to Program Manager/Director regarding establishment and/or amendment of productivity standards and reporting. Provides administrative support including editing documents, policies, manuals, entry into secretary’s log.  Responsible for ensuring all documents coordinated through the sign-off process for finalization.  Provides administrative support to the Title IV-E Unit including personnel management.  Participates in preparation for federal reviews and audits of the Title IV-E program at the state and local level.  Provides documentation, and coordination of necessary logistics, including facilities requests, equipment requests, and material requests for performance of reviews and audits.

MINIMUM QUALIFICATIONS

Education: A Bachelor’s degree from an accredited college or university.

Experience: One year of experience in the administration of a human services program or experience conducting studies and analyses of programs, procedures, practices and organizations.

Notes:

1. Additional professional or technical experience in the administration of a human services program or experience conducting studies and analyses of programs, procedures, practices and organizations may be substituted on a year-for-year basis for the required education.

2. Applicants may substitute education at the graduate level at an accredited college or university in a human services related field at the rate of 30 semester hours per year for the required experience.

3. Candidates may substitute U.S. Armed Forces military service experience as a commissioned officer in Administrative Officer classification or Administrative Office specialty codes in the General, Administrative, Clerical and Office Services field of work on a year-for-year basis for the required experience and education.

DESIRED OR PREFERRED QUALIFICATIONS

The  ideal candidate will possess the following:

Six months experience with the Client Information System (CIS), Foster Care and Adoption Tracking System (FACTS), Maryland Children's Electronic Social Services Information Exchange (MD CHESSIE), Client Automated Resources and Eligibility System (CARES), State Verification Exchange System (SVES), Maryland Automated Benefit System (MABS).

One year experience managing a fast-paced, busy environment.

One year experience analyzing and preparing written communications and data reports.

Proficient with Microsoft Office Suite and Google Suite.

BENEFITS

Contractual employees who work for an agency covered under the State Employee and Retiree Health and Welfare Benefits Program, have a current employment contract and work 30 or more hours a week (or on average 130 hours per month) may be eligible for subsidized health benefits coverage for themselves and their dependents. As a contractual employee, you will be responsible for paying 25% of the premiums for your medical and prescription coverage, including any eligible dependents you have enrolled. The State of Maryland will subsidize the remaining 75% of the cost for these benefits. You can also elect to enroll in dental coverage, accidental death and dismemberment insurance, and life insurance, but will be responsible to pay the full premium for these benefits.

Leave may be granted to a contractual employee who has worked 120 days in a 12 month period. This leave accrues at a rate of one hour for every 30 hours worked, not to exceed 40 hours per calendar year.
