Main Purpose of Job

The Maryland Health Care Commission is seeking qualified candidates for this senior-level policy management position. The successful candidate will be a hands-on technical leader responsible for directing the Center for Analysis and Information Systems by planning for and implementing the expansion of the All-Payer Claims Database, which will be used to support provider measurement on cost and quality and empirical polices analyses needed by Maryland policymakers. The successful applicant will manage the collection of private and public payer claim information from approximately 30 payers and pharmacy benefit managers. The successful applicant directs the development and operation of public reporting initiatives including an episode of care effort that MHCC has branded under the title of WearTheCost© and multiple public engagement efforts that identify low-value health care consistent with the ABIM Foundation's ChoosingWisely® initiative. The successful candidate will direct policy analyses conducted by MHCC staff and private contractors that focus on health care spending, population health challenges, and payment adequacy questions. The successful candidate should be familiar with all phases of APCD development including data acquisition, reconciliation, and reporting of APCD information via various electronic and print channels. In that role, the successful candidate will direct the work MHCC staff in the Center responsible for program management, public reporting, and programming/analytics. The successful candidate directs the use of other secondary data systems at MHCC including the Maryland hospital discharge and the hospital outpatient datasets.

The successful candidate will serve as a principal analyst on health care spending and utilization. In that capacity, the director will present policy recommendations to the Commission and other Executive agencies and provide testimony to the General Assembly on health care coverage reforms, health care spending, and quality performance. The position, in collaboration with Maryland Assistant Attorney Generals, will develop and maintain data release policies and will manage users authorized to access data under those policies.

Working with collaboratively with MHCC Chief Operating Office, Chief of Network Operations, and Assistant Attorney Generals, the successful candidate will support the development and management of internal and external network systems and data collection and the information security policies and mechanisms to protect APCD and other sensitive data systems. Administratively, the successful candidate is responsible for the allocation of eight staff consisting of data analysts, database developers, and policy analysts. The successful candidate is responsible for managing a multi-year contract for APCD develop and multiple contracts with analytics developers.

MINIMUM QUALIFICATIONS

Requires a Master’s degree in computer science, health economics, public policy, or health policy.  Candidates with training in actuarial science, data science, advanced statistics, or econometrics are strongly preferred.  The position requires ten years of relevant professional experience including five years of analysis of health care information at a management/supervisory level.  Candidates must possess a demonstrated ability to work with the health care industry, other policymakers, and the public.  Strong verbal and written communication skills are essential.  An applicant should have knowledge of some health care episode of care analytic tools such as ACGs, Prometheus, or ECGs and be generally familiar with current approaches for reimbursing health care providers.
