Main Purpose of Job

SB1030/Chapter 771 of the 2019 Session establishes an independent Maryland Office of Inspector General for Education to provide accountability in the expenditure of public funds for education.  The Office is headed by the Inspector General for Education. This position will be appointed unanimously by the Governor, the Attorney General and the State Treasurer, subject to the advice and consent of the Senate.

The Inspector General protects the integrity of the Department of Education by providing preventative and enforcement services. The position is responsible for examining and investigating: County school boards, local school systems, and public schools; nonpublic schools that receive state funds; Maryland State Department of Education; the Interagency Commission on School Construction. The Inspector General may receive and investigate complaints or information concerning: instances of fraud, waste, or abuse involving the use of public funds; violations of civil rights; compliance with other applicable federal and state laws.

MINIMUM QUALIFICATIONS

Qualified candidates will possess a Bachelor's degree from and accredited college or university. A CPA certificate or Juris Doctorate is preferred, but not required for consideration. Candidate will have six years of accounting/financial management or related experience and 5 years of progressive supervisory experience. Professional work must include work in fraud investigation/prevention, and/or conducting financial audits.

DESIRED OR PREFERRED QUALIFICATIONS

  • Demonstrated knowledge of fraud detection and investigation procedures and general audit principles.
  • Experience developing and implementing policies and procedures related to fraud prevention, fiscal compliance, and privacy. 
  • Ability to manage personnel, budget, procurement, and information systems 
  • Experience communicating effectively with executive teams for the purpose of planning, executing and reporting performance and financial audits. 
  • Proficiency using technology related to investigations.
