Introduction

The Maryland Department of Commerce is seeking qualified applicants for the position of Minority Business Outreach Director within in the Division of Business and Industry Sector Development, Office of the Assistant Secretary, Business Development.

This is a Management Service position, and serves at the pleasure of the Appointing Authority.

Main Purpose of Job

The Minority Business Outreach Director is a managerial position that plans, directs, and administers all aspects of the agency's Minority Business Enterprise (MBE) and Small Business Reserve (SBR) outreach activities.

POSITION DUTIES

This position performs minority business compliance and outreach duties within the Department Commerce. Minority business compliance programs for the agency include the State of Maryland’s Minority Business Enterprise Program (MBE), Small Business Reserve Program (SBR) and Veterans Small Business Program (VSB). This position works with minority owned enterprises across the State of Maryland, examines retention and expansion opportunities, identifies programs and services relevant to minority businesses, and connects with resources offered by Commerce and other state agencies. The selected employee will have excellent interpersonal, written, and oral communications skills as well as strong organizational skills; working knowledge of COMAR and experience ensuring compliance with State of Maryland regulations, reviewing procedures to ensure compliance, resolving contract issues and preparing written reports. The candidate will have the ability to handle multiple, concurrent and high priority tasks; to effectively interact with other departmental administrators, local businesses and appropriate enforcement agencies.

Proficiency in the use of Microsoft Outlook, Word, Excel, Access, Google Mail, Internet and or other relevant software.

Some statewide travel is required. 

MINIMUM QUALIFICATIONS

Education: A Bachelor’s degree from an accredited college or university in public policy, public administration, economics, business, finance, or related field  AND

Experience:  Eight years of progressive experience in the field of business development, procurement, grant management, contract administration, or accounting.

DESIRED OR PREFERRED QUALIFICATIONS

Strong preference will be given to applicants that possess the following preferred qualification(s).  Include clear and specific information on your application regarding the qualifications.

Possession of a Certification in Contract Administration/Compliance. 

Experience with the compilation and submittal of contract/grant compliance reports to an oversight entity.

Experience with and demonstrated knowledge of equal opportunity laws, rules, and regulations 

 Knowledge and experience with state, local or federal MBE policy requirements and compiling MBE reports for grants and/or contracts.
