Main Purpose of Job

This position is responsible for providing oversight, management and strategic direction for the Office of Long Term Care Medical Assistance for the Family Investment Administration (FIA) within the Department of Human Services. The Director establishes and maintains efficient and effective service delivery systems to ensure timely and accurate administration of statewide Long Term Care Medical Assistance eligibility determinations. The incumbent in this position works with the Deputy Director to address critical services, contract requirements and confirms that the submission of mandated reports are delivered well-organized and in accordance with federal, state and local policies and procedures, and liaises with leadership from the Maryland Department of Health (MDH), Nursing Home Advocates and Providers, federal funders, auditors and Department executives to advance the objectives of the office as well as represents FIA on relevant matters.

POSITION DUTIES

Facilitates the planning and program management for the Office of Long Term Care (OLTC) Medical Assistance; designs, implements and monitors the internal delivery system to ensure that the statewide LTC program functions in conjunction with the goals and objectives set forth by the FIA and MDH; establishes, reviews, and evaluates performance standards and controls to ensure that statewide program goals, objectives, benchmarks, and action plans are accomplished; manages, plans, coordinates, supervises and evaluates the work of the Deputy Director, Statewide Technical Administrator and the Office Manager and determines and arranges training needs; assesses the overall effectiveness and efficiency of program operations; directs the preparation and submission of monthly reports; provides customer service to both internal and external customers that meet or exceed the standards set by the Department; ensures that OLTC effectively collaborates with federal, state, and private agencies to provide timely and accurate statewide LTC medical assistance eligibility determinations; manages and interprets federal and state laws and regulations governing LTC Medical Assistance policy; establishes accountability controls and deploys technical assistance to ensure program compliance by Local Departments' of Social Services (LDSS) offices when necessary including required corrective action plans or contract modification or termination; develops monitoring tools for local departments and conducts LTC program oversight; oversees the management process of the LTC Medical Assistance Co-Pay positions contracts and agreements; oversees production of numerous state and federal reports and responds to requests for information from the Governor's staff; participates in meetings, serve on boards, ad hoc committees and task forces in and outside of the agency as delegated to establish and maintain working relationships with public and private providers of services that impact our customers; provides recommendations for changes to policies and practices to DHS/FIA executives; initiates, reviews and approves personnel related actions in accordance with established personnel and fiscal policies and procedures; reviews new Federal and State legislation, edits, writes clear and concise analyses of State and Federal legislation, reports and contracts for review and approval of executive and management staff; and performs other related duties as assigned.

MINIMUM QUALIFICATIONS

Education: Possession of a bachelor’s degree from an accredited college or university.

Experience: Four years of supervisory experience in the administration of a human service program or conducting studies and analyses of human service programs, procedures, practices and organizations.

DESIRED OR PREFERRED QUALIFICATIONS

  • Work experience and use of personal computer software such as Word, Excel, Access, PowerPoint.
  • Three years experience in the oversight, management and strategic direction of the Medical Assistance Program.
  • Four years experience in the oversight, management and strategic direction of a human service program.  
  • Experience with Organizational Change Management.
  • Experience with Non-Modified Adjusted Gross Income (MAGI) Medical Assistance.
  • Experience and use of mainframe computer Client Automated Resource and Eligibility (CARES), Maryland Health Connection (MHC), Eligibility and Enrollment (E&E) System, Electronic Case Management System (ECMS), State Verification Exchange System (SVES), Maryland Medicaid Information System (MMIS), Maryland Automated Benefits System (MABS), myDHR, etc.
  • Ability to plan, organize and direct the work of others.
  • Demonstrate ability to analyze current procedures and practices to develop short, medium, and long-term strategic plans.
  • Demonstrate written and oral communication skills.
