Introduction

The Department of Labor, (MDOL), Division of Unemployment Insurance is accepting applications from qualified candidates for the position of UI Legal Officer I. This recruitment will be used to fill current and future vacancies. All candidates must meet the minimum qualifications during the time apply. The resulting eligible list will be maintained for one year after the closing date of the announcement.

Main Purpose of Job

The primary purpose of these positions are to represent the Unemployment Insurance Contributions Division at bankruptcy proceedings in federal courts; tax collection and unemployment benefit overpayment bearings in Maryland Courts; and at administrative hearing(tax protests) before DLLR.

POSITION DUTIES

These positions also provide legal research, assistance, and/or advice of c to the Maryland Division of Unemployment Insurance on a variety of legal or tax cases, topics, and issues. These positions report directly to the Director of Legal Services.

MINIMUM QUALIFICATIONS

Applications that meet the minimum and selective qualifications will be referred to the hiring manager for interview selection. Units will select those candidates most closely demonstrating the qualifications for interview.

Education: Possession of a Juris Doctor or equivalent degree from an accredited school of law.

UI Legal Officer I Experience: None.

Note:

1.  Candidates may substitute U.S. Armed Forces military service experience as a commissioned officer in General Attorney classifications or General Attorney specialty codes in the Legal and Kindred field of work on a year-for-year basis for the required education.

DESIRED OR PREFERRED QUALIFICATIONS

The preferred candidate will have  experience in litigation that involves bankruptcy; Collection experience and/or a background in tax laws; membership in several bars; and possess strong communication, writing and computer skills.

SPECIAL REQUIREMENTS

All candidates are subject to a background check against files maintained by the Division of Unemployment Insurance (DLLR/DUI) to determine whether any monies are owed to DLLR/DUI as a result of unemployment insurance overpayment/fraud. Any unpaid debt may have an impact on whether or not a candidate is offered employment.

BENEFITS

Contractual employees who work for an agency covered under the State Employee and Retiree Health and Welfare Benefits Program, have a current employment contract and work 30 or more hours a week (or on average 130 hours per month) may be eligible for subsidized health benefits coverage for themselves and their dependents. As a contractual employee, you will be responsible for paying 25% of the premiums for your medical and prescription coverage, including any eligible dependents you have enrolled. The State of Maryland will subsidize the remaining 75% of the cost for these benefits. You can also elect to enroll in dental coverage, accidental death and dismemberment insurance, and life insurance, but will be responsible to pay the full premium for these benefits.

Leave may be granted to a contractual employee who has worked 120 days in a 12 month period. This leave accrues at a rate of one hour for every 30 hours worked, not to exceed 40 hours per calendar year.

U.S. Military Veterans may qualify for additional bonus points towards certification. Any job offer will be contingent on the candidate providing a U.S. Military form DD 214 verifying honorable discharge from service prior to starting employment (and may be requested prior to interview). Permanent State employees do not need to submit proof of Veterans’ status.
