Main Purpose of Job

An IT Programmer Analyst Manager is the managerial level of work designing, developing, testing, implementing and maintaining applications and programs using generally accepted computer programming languages or other developmental tools. Under the supervision of the Director of Information Technology, this position is responsible for all aspects of IT Project Management and Business Analysis including initiation, requirement gathering, scope planning, risk identification and management, timeline management, execution, monitoring, controlling and closing projects. This position may be responsible for the work of the technical, functional analysts and working directly with contractors and consultants.

MINIMUM QUALIFICATIONS

Education:    Possession of a bachelor's degree from an accredited college or university in Computer Information Technology, Management Information Systems or other Information Technology related fields, or Business Management.

Experience:  Three years of experience managing Information Technology projects with direct responsibilities for development and implementation, strategic planning, risk management, budget development, and monitoring. 

DESIRED OR PREFERRED QUALIFICATIONS

The selected candidate should possess:

  • Three or more years of experience in managing and implementing Information Technology projects to include management of project plans, scope, budget, time (activities & task planning), risk identification, Quality Assurance (QA) testing, and transition planning.
  • Three or more year experience in application analysis and programming using generally accepted computer programming languages or other developmental tools
  • Three or more years of experience leading requirements gathering; must have facilitated and guided users through requirements sessions with a combination of prototype and storytelling.
  • Three or more years of hands-on experience with system workflows/integration/user acceptance testing (automated and manual).
  • Strong technical knowledge of Salesforce development, Microsoft SQL Server, .Net, Java, HTML, JavaScript, and ability to apply it.
  • Knowledge of and ability to appropriately prioritize and plan complex work for self or a team in a highly decentralized environment with minimal guidance.
  • Knowledge of and experience using reporting tools such as Microsoft SQL Reporting Services, Tableau, or Power BI.
  • Strong understanding of IT concepts, development life cycles, and best practices.
  • Ability to communicate effectively and work collaboratively with disparate clients from business stakeholders to technical developers.
  • Excellent written and oral presentation skills

Candidates may remain on the certified eligible list for a period of at least one year. The resulting certified eligible list for this recruitment may be used for similar positions in this or other State agencies.

BENEFITS

Contractual employees who work for an agency covered under the State Employee and Retiree Health and Welfare Benefits Program, have a current employment contract and work 30 or more hours a week (or on average 130 hours per month) may be eligible for subsidized health benefits coverage for themselves and their dependents. As a contractual employee, you will be responsible for paying 25% of the premiums for your medical and prescription coverage, including any eligible dependents you have enrolled. The State of Maryland will subsidize the remaining 75% of the cost for these benefits. You can also elect to enroll in dental coverage, accidental death and dismemberment insurance, and life insurance, but will be responsible to pay the full premium for these benefits.

Leave may be granted to a contractual employee who has worked 120 days in a 12 month period. This leave accrues at a rate of one hour for every 30 hours worked, not to exceed 40 hours per calendar year.
