Main Purpose of Job
The position provides intermediate support and knowledge to the Information & Technology Department at the Maryland State Archives. The incumbent provides assistance in developing, testing, implementing and maintaining computer software used both internally and externally to maintain intellectual control over the Agency's electronic archival collections. The incumbent maintains designated servers and programming applications used to organize and document the programming and design area of the Information and Technology Department. The incumbent maintains application servers and monitors their stability, performance and security. The incumbent also troubleshoots and corrects programming bugs and other issues identified in testing and production software as needed, developing software solutions and participating in software testing and migration as needed. The incumbent receives directives from Director of IT Programming and from other upper-level IT Managers, the State Archivist and the Deputy State Archivist. This is a professional position that develops the tools necessary for all the parties involved to access and secure a large majority of electronic data stored at the Maryland State Archives, a primary component of the mission of the Archives.
POSITION DUTIES
Design and/or re-design of computer software for internal use that maintains intellectual control over the Agency's electronica archival collections.
Implementation and maintenance of computer software used to maintain intellectual control over the Agency's electronic archival collections and display information to the public.
Meets with upper-level management, vendors, systems users and other data processing staff to discuss and resolve computer software and issues, including system performance, utilization, capacity, and disaster recovery planning.
Monitors general condition of archival holdings including condition of records and art objects, environmental conditions, physical plant status and conditions; appropriately maintains area, takes appropriate corrective action and/or reports issues to higher level staff for corrective action.
Performs other related jobs.
MINIMUM QUALIFICATIONS
Education: Bachelor's degree from an accredited college or university in Information Technology, Computer Science, Management Information Systems, or other information technology related field.
Experience: Six months of experience designing, developing, testing, implementing and maintaining applications systems and programs using generally accepted computer programming languages or other developmental tools.
Notes:
1. Candidates may substitute six credit hours of coursework in application analysis and programming using generally accepted computer programming languages or other developmental tools for six months of the required experience.
2. Candidates may substitute completion of high school or a high school equivalency certificate and eighteen months of experience converting data from project specifications by writing program code using generally accepted computer programming languages or other developmental tools for the required education.
3. Candidates may substitute completion of high school or a high school equivalency certificate and fifteen credit hours from an accredited college or university in systems analysis and applications programming using generally accepted computer programming languages or other developmental tools for the required education.
4. Candidates may substitute U.S. Armed Forces military service experience as a commissioned officer in Computer Systems Programming classifications or Computer Systems Programming specialty codes in the Information Technology field of work on a year-for-year basis for the required experience and education.
DESIRED OR PREFERRED QUALIFICATIONS
Experience developing, testing, implementing, and maintains computer software used both internally and externally to maintain intellectual control over the Agency's electronic archival collections.
Experience troubleshooting and correcting programming bugs and other issues in testing and production software as needed.
Experience developing software solutions and participating in software texting and re-migration as needed.
Experience reviewing applications and system security for vulnerabilities and necessary upgrades to be performed as assigned.
SPECIAL REQUIREMENTS
Employees in this classification may be subject to call 24 hours a day and, therefore, may be required to provide the employing agency with a telephone number where the employee can be reached. Employees may be furnished with a pager or cell phone.
