Introduction

The Maryland Institute for Emergency Medical Services Systems (MIEMSS) oversees and coordinates all components of the statewide EMS system in accordance with Maryland and statue and regulation. This includes planning, operations, evaluation, and research. In addition, MIEMSS provides leadership and medical direction, conducts and supports EMS educational programs, operations and maintains a statewide communications system, designates trauma and specialty centers, licenses and regulates commercial ambulance services, and participates in EMS-related public education and prevention programs.

MIEMSS provided the executive support for the EMS Board in reviewing and approving budgets for agencies receiving funds from the EMS Operations Fund, developing and promulgating regulations and protocols, proposing EMS system legislation, licensing/certifying and disciplining EMS providers, and conducting other EMS Board business. MIEMSS also provides the administrative and staff support for the Statewide EMS Advisory Council (SEMSAC) and fire EMS regional councils.

Main Purpose of Job

The EMS Associate Regional Administrator acts as a MIEMSS representative in Frederick, Washington, Allegany, and Garrett counties by providing support, guidance, expertise and oversight to local, State, and Federal government and hospitals and healthcare providers on behalf of the MIEMSS administration, and is responsible for the management of MIEMSS programs at the regional level, and provides administrative support for the Regional EMS Advisory Council.

POSITION DUTIES

The Associate Regional Administrator (ARA) serves as a project and program manager for their assigned MIEMSS Regional Office. the ARA is tasked with assisting in coordinating and developing the regional pre-hospital, trauma care, and specialty care systems. Additionally, the incumbent manages projects and programs related to the emergency preparedness of the pre-hospital care, trauma care, and specialty care system within their respective region. During crisis situations that impact he EMS system the ARA is tasked with performing emergency response to coordinate planning or operational efforts. The ARA may be tasked to lead projects of state-wide significance related to EMS systems.

MINIMUM QUALIFICATIONS

Education: A Bachelor's degree from an accredited college or university.

Experience: Two years of administrative experience in a health, emergency medical services, public administration, public safety or related field.

Note: 1. Applicants may substitute additional administrative experience in a health, emergency medical services, public administration, public safety or related field on a year for year basis for the required education.

2. Candidates may substitute U.S. Armed Forces military service experience as a commissioned officer in Emergency Management classifications or Emergency Management specialty codes in the Emergency Management field of work on a year-for-year basis for the required experience and education.

SELECTIVE QUALIFICATIONS

One year of experience developing, implementing, or evaluating healthcare or emergency medical service programs.

DESIRED OR PREFERRED QUALIFICATIONS

Current Maryland Paramedic liense or ability to obtain within 12 months of hire.

Experience serving in a leadership role in a public safety EMs agency.

LICENSES, REGISTRATIONS AND CERTIFICATIONS

Employees in this classification may be assigned duties which require the operation of a motor vehicle. Employees assigned such duties may be required to possess a motor vehicle operator's license valid in the State of Maryland. 

SPECIAL REQUIREMENTS

Employees in this classification may be required to provide the agency with a telephone number at which they can be reached, or carry an electronic pager.
