Main Purpose of Job

This is highly responsible administrative work directing and coordinating a major human service program or assisting in the direction and coordination of a more complex program or group of programs. The employee in this classification plans, organizes and supervises the work of subordinate personnel; exercises considerable independent judgment in the interpretation and application of laws, procedures and regulations in connection with various phases of the administrative processes; assists in the formulation of departmental policies; devises and installs work procedures and administrative controls;  assists and guides staff in overall planning of the activities of the program and reviews the operating efficiency of the program; receives administrative direction from the Director of the department and/or from a designated higher level-Administrator; exercises general direction over all of the technical, professional and clerical employees assigned to the program.

The position work effectiveness is evaluated through conferences and reports in terms of the achievement of program goals. 

POSITION DUTIES

Provides customer service to both internal and external customs that meets or exceeds the standards set by the Department.

Manages program policies in order to ensure effective customer service and compliance with state and federal standards by monitoring operations and customer service delivery and uses of data to effectively track and monitor performance.

Plans for and measures the effectiveness of strategic and operational functions to enhance performance and services by evaluating operations and customer service delivery and makes recommendations to the Director for process changes.

Develops and manages staff in order to meet program and customer service standards by evaluating performance and providing opportunities for personal growth and development; develops and manages resources to meet program and staffing needs by preparing and monitoring the division's budget and expenditures.

Collaborates with community to build partnerships that serve our customers by promoting/advocating agency programs and services; and performs other related duties as assigned.

MINIMUM QUALIFICATIONS

Education: Possession of a bachelor’s degree from an accredited four-year college or university.

Experience: Eight years of experience in administrative, professional or technical work, three years of which must have involved supervision of other employees or exercising responsibility for program development.

Notes:

1. Applicants may substitute education at the graduate level at an accredited college or university at the rate of 30 semester hours on a year-for-year basis for a maximum of two years of the required general experience.

2. Experience in a human service program may be substituted on a year-for-year basis for the required four years of college education.

3. Candidates may substitute U.S. Armed Forces military service experience at a rank of Corporal/Petty Officer or higher as a commissioned officer in Administrative Officer classifications or Administrative Officer specialty codes in the General, Administrative, Clerical, and Officer Services field of work on a year-for-year basis for the required experience and education, three (3) years of which must have been in an administrative supervisory or consultative capacity.

DESIRED OR PREFERRED QUALIFICATIONS

Preference will be given to applicants who possess the following preferred qualification(s). Include clear and specific information on your application regarding your qualifications.   

  • Two (2) years facilitating training and orientation for new programs, policies, projects or initiatives involving external/internal customers or clients. 
  • Two (2) years managing the oversight of a program budget.
  • Two (2) years experience with employment readiness, adult education, and/or public benefit programs.
