Main Purpose of Job

The main purpose of the Web Content Specialist is to design, edit, implement and optimize content on three websites (consumer site, stakeholder site and intranet) compatible with corporate standards. The position will work closely with other members of Marketing and Outreach department, the IT staff, and internal and external customers to develop and integrate the agency's websites. Primary areas of responsibility are the MarylandHealthConnection.gov, MarylandHBE.com and the intranet, using WordPress, HTML, Javascript, and graphic design tools such as Adobe Creative Suite.

POSITION DUTIES

The Web Content Specialist recommends and supports best practices in web design.

Develops and maintains agency intranet, Maryland Health Connection and Maryland Health Benefit Exchange websites as required.

Fixes issues, ensures site quality across all browsers and devices.  

Measures the success of campaigns through analytics and reporting, analyzes and adapts sites using Google Analytics, and keeps up on web usability trends to implement on sites when appropriate.  

Tests website accessibility and usability for compliance with ADA 508 standards.

Proactively reviews and manages website content for timeliness, relevance and accuracy.

Runs routine link and performance checking tools, and reports on results.

Develops and edits graphics and multimedia content such as streaming video and audio using multimedia software.

MINIMUM QUALIFICATIONS

Education: A Bachelor's degree from an accredited college or university.

Experience: Four years of experience in administrative staff or professional work.

Notes:

1. Additional experience in administrative staff or professional work may be substituted on a year-for-year basis for the required education.

2. Additional graduate level education at an accredited college or university may be substituted at the rate of 30 semester credit hours on a year-for-year basis for the required general experience.

3. Candidates may substitute U.S. Armed Forces military service experience as a commissioned officer involving staff work related to the administration of rules, regulations, policy, procedures and processes, or overseeing or coordinating unit operations or functioning as a staff assistant to a higher ranking commissioned officer on a year-for-year basis for the required education and experience.

SELECTIVE QUALIFICATIONS

Two years experience using a web content management system.

This applies to applicants not using the education substitution to meet the minimum qualifications.

DESIRED OR PREFERRED QUALIFICATIONS

Possession of a Bachelor's degree in Marketing, Communications or a related field from an accredited college or university.

Practical knowledge of website and development technologies such as, WordPress, Hypertext  Preprocessor (PHP) and JavaScript.

Background in health care and/or insurance, marketing/web content.

Familiarity with ADA compliance standards.

Experience working as part of a marketing team.

Experience with web design, Adobe Creative Suite.

Experience with Hypertext Preprocessor (PHP) and JavaScript.

Excellent written communication skills. 

LICENSES, REGISTRATIONS AND CERTIFICATIONS

Employees in this classification may be assigned duties which require the operation of a motor vehicle. Employees assigned such duties will be required to possess a motor vehicle operator's license valid in the State of Maryland.
