Main Purpose of Job

This is a part-time position that provides high-level experienced policy analysis and administrative support to the Council on Advancement of School-based Health Centers (CASBHC) and Community Health Resources Commission (CHRC).  The CASBHC is an inter-agency council with the statutory responsibilities of developing policy recommendations to improve the health and educational outcomes of students who receive services from school-based health centers.  The Council is responsible for advancing the integration of SBHCs into (1) the health care system at the state and local levels and (2) the educational system at the state and local levels.  The Council has fifteen gubernational appointees and three active work groups that meet monthly and is staffed by the Community Health Resources Commission, an agency operating with the Maryland Department of Health.  This part-time position will be responsible for carrying out the day-to-day responsibilities of the Council, which includes (1) extensive research, writing, and policy analysis support; and (2) administrative support, which includes staffing the monthly work group meetings and quarterly Council meetings.  A key responsibility of the position is preparing and submitting the annual report that is due to the Governor and Maryland General Assembly each December.  The part-time employee must be self-directed, take initiative and exercise independent judgment with limited oversight by the CHRC Executive Director.  The employee must also have a high attention to detail, ability to meet time sensitive deadlines on a regular basis, and juggle multiple responsibilities at any given time.  The Council is expected to take on greater responsibility as more state resources are directed to SBHCs.  It is essential that the person in this position have a thorough understanding of public health issues and health care policy issues and complete mastery of the full MS Office suite.  The employee will have extensive contact with external stakeholders, i.e. Council members, staff of the Maryland Department of Health and State Department of Education, and others.

MINIMUM QUALIFICATIONS

Education:    A Bachelor's degree from an accredited college or university.

Experience:  Four years of experience in administrative staff or professional work.

NOTES:

1. Additional experience in administrative staff or professional work may be substituted on a year-for-year basis for the required education.

2. Additional graduate level education at an accredited college or university may be substituted at the rate of 30 semester credit hours on a year-for-year basis for the required experience.

3. Candidates may substitute U.S. Armed Forces military service experience as a commissioned officer involving staff work related to the administration of rules, regulations, policy, procedures and processes, or overseeing or coordinating unit operations or functioning as a staff assistant to a higher ranking commissioned officer on a year-for-year basis for the required education and experience.

DESIRED OR PREFERRED QUALIFICATIONS

The successful applicant should have:

1.      Demonstrated communication skills in terms of research/writing and producing high-level reports for external audiences are valued.  Familiarity with the school health, school based health centers, population health/public health issues are valued.

2.      An advanced degree in public health, health care administration, or public policy/public administration is preferred.

3.      Program administration, grant monitoring and performance measurement experience, or other experiences in public or health care administration is preferred.

Employees in this classification may be assigned duties which require the operation of a motor vehicle. Employees assigned such duties will be required to possess a motor vehicle operator's license valid in the State of Maryland.

BENEFITS

Contractual employees who work for an agency covered under the State Employee and Retiree Health and Welfare Benefits Program, have a current employment contract and work 30 or more hours a week (or on average 130 hours per month) may be eligible for subsidized health benefits coverage for themselves and their dependents. As a contractual employee, you will be responsible for paying 25% of the premiums for your medical and prescription coverage, including any eligible dependents you have enrolled. The State of Maryland will subsidize the remaining 75% of the cost for these benefits. You can also elect to enroll in dental coverage, accidental death and dismemberment insurance, and life insurance, but will be responsible to pay the full premium for these benefits.

Leave may be granted to a contractual employee who has worked 120 days in a 12 month period. This leave accrues at a rate of one hour for every 30 hours worked, not to exceed 40 hours per calendar year.
