Main Purpose of Job

The Administrator I position functions as an Employee Background Investigator and Employee Disciplinary Review Investigator for the Department of Juvenile Services (DJS), Office of the Inspector General (OIG). The position is responsible for the completion of comprehensive background investigations for prospective agency employees. The Administrator I also assists in conducting administrative investigations for the Office of the Inspector General.

POSITION DUTIES

The background investigations function includes interviewing prospective applicants using the standardized investigative interview questionnaire and interview procedures, obtaining fingerprints from prospective employees and volunteers and maintaining secure storage for criminal results.  Comprehensive background investigations include, but are not limited to: conducting criminal record checks through the use of the CJIS Ident/Index system, NLETS, MVA and court system files, employment reference checks, credit check, neighbor reference checks, check of application made to other law enforcement agencies, verification of education, verification of military history and periodic audits of biometric equipment housed in DJS facilities throughout the State.

The primary administrative investigations function of the Administrator I position are to conduct inquires related to: allegations of administrative and/or criminal violations against employees and service providers; collusion, corruption; misappropriation of Department assets; mismanagement, fraud, waste, and abuse of authority with State-operated facilities and those operated by private vendors under contract to the State.  Investigators functions include, but are not limited to, program monitoring, evaluating effectiveness, providing technical assistance and quality improvement. 

MINIMUM QUALIFICATIONS

Education: A Bachelor's degree from an accredited college or university.

Experience: Four years of experience in administrative staff or professional work.

Notes:

1. Additional experience in administrative staff or professional work may be substituted on a year-for-year basis for the required education.

2. Additional graduate level education at an accredited college or university may be substituted at the rate of 30 semester credit hours on a year-for-year basis for the required experience.

3. Candidates may substitute U.S. Armed Forces military service experience as a commissioned officer involving staff work related to the administration of rules, regulations, policy, procedures and processes, or overseeing or coordinating unit operations or functioning as a staff assistant to a higher ranking commissioned officer on a year-for-year basis for the required education and experience.

SELECTIVE QUALIFICATIONS

One year of the required experience must be in administrative or criminal investigations (if not using the education substitution)

DESIRED OR PREFERRED QUALIFICATIONS

Experience in law enforcement conducting criminal investigations.

Two or more years of experience in administrative or criminal investigations.

LICENSES, REGISTRATIONS AND CERTIFICATIONS

Employees in this classification may be assigned duties which require the operation of a motor vehicle. Employees assigned such duties will be required to possess a motor vehicle operator's license valid in the State of Maryland.

If you have completed education outside the US, you will need to provide proof of the equivalent American education as determined by a foreign credential evaluation service.
