This is a position specific recruitment for the Maryland Department of Natural Resources, Engineering & Construction Unit. This recruitment will be used to fill current vacancies for the position and may be used to fill future vacancies in the same classification/function. Future vacancies may also be filled via other recruitments. The resulting eligible list will be maintained for one year.

Main Purpose of Job

The Department of Natural Resources, Engineering & Construction Unit, is currently accepting applications for a Waterways Improvement Technician III under direction of the Chief of In-House Construction Services. This position is responsible to work as a crew leader part of the marine construction crew in the construction of bulkheads, piers, boat ramps, jetties, dredging, marsh and shoreline restoration, wetland enhancement, wildlife habitat projects, and other assigned projects associated with improving Maryland's waterways.

MINIMUM QUALIFICATIONS

Education: Graduation from a standard high school or possession of a State high school equivalence certificate.

Experience: Eight years of experience in marine construction activities, including design and construction of piers, bulkheads and jetties; two years of which must have been in a supervisory position in the field of marine construction.

Notes: 

1. Applicants may substitute engineering education at an accredited college or university (approved by the Engineer’s Council for Professional Development) for the required non-supervisory experience on a year-for-year basis.

2. Candidates may substitute U.S. Armed Forces military experience at a rank of Corporal/Petty Officer or higher as a noncommissioned officer in marine construction classifications and specialty codes in the waterways construction and marine engineering field of work on a year-for-year basis for the required experience. 

DESIRED OR PREFERRED QUALIFICATIONS

Possession of a motor vehicle operator's license and Commercial Driver's License (CDL) valid in the State of Maryland are highly preferred.

The ideal candidate will possess the following:
• Knowledge of navigation and boat operations; design, methods and materials used in building piers, bulkheads and jetties.

• Working knowledge of the Chesapeake Bay and other Maryland tidewaters; rules and regulations of the U.S. Coast Guard and Maryland Boat Act.

• Ability to prepare engineering designs for waterway projects; estimate costs of bulkheads, piers, jetties, marsh, shoreline, wetland projects and dredging operations; interpret specifications; to sound bottoms and take samples; supervise and operate small boats, excavator and pile driving and hydraulic equipment.

SPECIAL REQUIREMENTS

1. Some positions in this classification are assigned duties which require the individual to be examined by a physician. After an offer of employment applicants for such positions will be given a medical examination to certify ability to perform essential job functions.

2. Candidates must be willing to travel and be available for work in any part of the State, subject to change of assignment as work requires.
