POSITION DUTIES

This position functions as the Logistics and Finance Administrator for the Office of Emergency Operations (OEO), ensures that the Department of Human Services has access to the personnel and material resources it requires to meet the Department's continuing obligations to its clients during an emergency, as well as to meet the emergent and recovery needs of individuals impacted by a disaster or Continuity of Operations event and is responsible for the maintenance, deployment and functionality of any facilities, supplies or staff used to support State mass care operations. Responsible for procurement processes related to these functions, and ensuring appropriate budget is identified.

This position is also responsible for coordinating all financial matters for the unit, including budget analysis and preparation. Prepares to fill operational command duties during an emergency activation. This is an 'Emergency Response' position and is designated as an 'Essential Employee required to be available for duty 24/7.' 

This position monitors to ensure that all critical hardware and software are updated and operational. Maintains an up-to-date inventory of all supplies that OEO is responsible for, including all supplies warehoused at Central and the 17 containers positioned statewide. Coordinates with Incident Command and other administrators for deployment of material and personnel resources for any disaster. coordinates with other agencies to prevent duplication of resources, and to ensure all resource needs are met. Oversees all budget processes, prepares office budget, creates and maintains clear documentation to support budget requests and expenditures.

Creates specifications for commodity procurements. Monitors and approves expenditures for the unit, at the unit level, by analyzing priorities and constraints; ensures expenditures are commensurate with appropriation for the fiscal year. Advises the Director and Assistant Director on purchases and expenditures. Analyzes current and past data to prepare accurate budget for each fiscal year. Develops financial tracking and reporting system for distributing Federal and State grant monies. Interprets federal grant regulations to program staff. Prepares Invitations for Bids (IFBs), Requests for Proposals (RFPs), and related materials for contracts. Prepares documentation for Board of Public Works (BPW) meetings for emergency procurements.

Recruits, develops, trains and maintains a corps of personnel from throughout the Department who are qualified to work a disaster event.

MINIMUM QUALIFICATIONS

EDUCATION: Possession of a Bachelor's degree from an accredited four-year college or university.

EXPERIENCE: Three years experience in administrative or professional work.

NOTES:

1. Candidates may substitute additional experience in administrative staff or professional work on a year-for-year basis for the required education.

2. Candidates may substitute additional graduate level education at an accredited college or university at the rate of 30 semester credit hours for each year of the required experience.

3. Candidates may substitute U.S. Armed Forces military service experience as a commissioned officer involving staff work that included the regular use of independent judgment and analysis in applying and interpreting complex administrative plans, policies, rules or regulations or analysis of operational programs or procedures with recommendations for improvement on a year-for-year basis for the required education and experience. 

SELECTIVE QUALIFICATIONS

One year of experience in budget management and the procurement of goods and services.

LICENSES, REGISTRATIONS AND CERTIFICATIONS

Employees in this classification may be assigned duties which require the operation of a motor vehicle. Employees assigned such duties will be required to possess a motor vehicle operator’s license valid in the State of Maryland.
