The Maryland Higher Education Commission (MHEC), is seeking an enthusiastic and energetic individual to fill the position of Staff Specialist IV (Associate Director for Private Career Schools and Workforce Education) in their Academic Affairs Division.

Main Purpose of Job
The Maryland Higher Education Commission (MHEC) has two main purposes: (1) academic planning and policy analysis and (2) financial analysis. The Division of Program Review and Compliance conducts academic planning and policy analysis for all postsecondary educational institutions in Maryland. This includes degree granting institutions of higher education as well as private career schools. This Associate Director for Career and Workforce Education position is assigned duties and responsibilities related to academic planning and policy analysis.
This position reports directly to the Assistant Secretary. The primary purposes of this position are three-fold: 1. Private Career Education Oversight: Oversee MHEC and MHEC staff in their private career school institutional and program approval endeavors to protect and serve the public by ensuring that private career schools operate in accordance with standards established by Maryland regulations, and to provide leadership for the state. 2. Workforce Development Initiatives: Conduct special projects and assignments to promote workforce development in the State, as directed by the General Assembly, the Governor, the Secretary, the Maryland State Plan for Postsecondary Education, or other State agencies. Assist with the implementation of the Workforce Innovation and Opportunity Act (WIOA) in Maryland. 3. Continuing Education: To act as the Commission liaison on continuing education with community colleges and to ensure that proposed community college continuing education courses are reviewed and approved consistent with Maryland statute, regulations, and policies.
MINIMUM QUALIFICATIONS
Education: Possession of a doctoral degree.
Experience: Five years of administrative or teaching experience in post-secondary education programs.
Note: Two additional years of experience in post-secondary education may be substituted for the doctoral degree.

DESIRED QUALIFICATIONS
The successful candidate will be an experienced leader in the application of statutory and regulatory requirements with specific experience in private career schools, workforce development, continuing education, and/or a related postsecondary professional setting. Candidates should have excellent oral and written communication skills, research and analytical abilities, and experience supervising professional staff. Additionally, applicants should have experience managing complex projects with fixed deadlines, working collaboratively as part of a team, and leading interagency committees and work groups.
SPECIAL REQUIREMENTS
For education obtained outside the U.S., a copy of the equivalent American education as determined by a foreign credential evaluation service must be provided prior to hire.
