Main Purpose of Job

The Maryland Health Care Commission (MHCC) is seeking MHCC Program Manager to serve as the External Affairs and Communications Specialist for the MHCC.

This position will assist with the establishment, implementation, and management of a comprehensive communications strategy, including web, social media and outreach, for the MHCC. This position will develop specific campaigns including outreach strategies and materials, oversee social media platforms and coordinate content production that are intended for the public audience, support the MHCC's legislative agenda and outreach to State legislators, and provide overall communications support to the MHCC as needed.

The successful candidate will also support work groups studying issues that are key to improving health care in Maryland, including assisting policy research and drafting reports containing actionable policy recommendations. Specific duties include preparing and editing material for work group meetings, conducting research and analysis on health policy topics; drafting various documents, coordinating meetings, managing work group project work plans, taking meeting minutes, posting all public meeting materials to the MHCC website, and maintaining various contact and workgroup lists.

This dynamic position will report to the Chief of Government Affairs and Special Projects.

MINIMUM QUALIFICATIONS

This position requires a Bachelor’s of Science/Arts degree and four years of experience in public affairs, communications, or related area.  A Master’s of Science/Arts degree in a relevant field is preferred and will substitute for one year of the required experience.  The position requires excellent verbal and written communications skills and experience in communications plan development and web design.  The candidate must be self-motivated, able to work independently, highly organized, detail-oriented, and able to manage multiple, ongoing projects.  The candidate must have demonstrated knowledge of health policy and the legislative process.  Proficiency in Microsoft Office and Google Suite and strong professional familiarity with Facebook, LinkedIn, and Twitter is required.  The candidate must have the ability to interact professionally with staff, stakeholders, and legislators; exercise good judgement; quickly identify and resolve problems; and maintain strict confidentiality, discretion and judgement in dealing with confidential, sensitive and controversial issues.  Graphic design skills, with the ability to create infographics, and experience in data analysis experience is preferred.

BENEFITS

Contractual employees who work for an agency covered under the State Employee and Retiree Health and Welfare Benefits Program (the Program), have a current employment contract and work 30 or more hours a week (or on average 130 hours per month) may be eligible for subsidized health benefits coverage for themselves and their dependents.  As a contractual employee, you will be responsible for paying 25% of the premiums for your medical and prescription coverage, including any eligible dependents you have enrolled. The State of Maryland will subsidize the remaining 75% of the cost for these benefits. You can also elect to enroll in dental coverage, accidental death and dismemberment insurance, and life insurance, but will be responsible to pay the full premium for these benefits.

Leave may be granted to a temporary/contractual employee who has worked 120 days in a 12 month period. This leave accrues at a rate of one hour for every 30 hours worked, not to exceed 40 hours per calendar year.
