Introduction

The Department of Labor, Licensing and Regulation (DLLR) is accepting applications from all qualified applicants for the position of Management Specialist III. This position functions as the Senior Analyst for Non-Depository Operations.

Main Purpose of Job

This position functions as the Senior Analyst for Non-Depository Operations. This person has primary responsibility for supporting the Director of Non-Depository Operations in ensuring operational and systems stability with regard to the non-depository functions of the Commissioner, including providing operational and technical assistance for the Non-Depository Licensing Unit, the Non-Depository Supervision Unit, and the Enforcement Unit, developing and updating the policies and procedures for those Units, assisting in coordinating the training for those Units, identifying trends and recommending strategic goals and other initiatives, and performing other administrative duties and assigned. This position also functions as the Administrator for the Non-Depository Operations Committee and the Maryland Collection Agency Licensing Board.

POSITION DUTIES

Duties of this position include, but are not limited to:

Assists with the review and monitoring, on an ongoing basis, of the operational policies and procedures for the Non-Depository Licensing Unit, Non-Depository Supervision Unit, and the Enforcement Unit, and provides technical support in developing and updating those policies and procedures as appropriate, including the development and maintenance of licensing, examination, investigation, and enforcement policies and procedures manuals.

Provides technical support in the maintenance of accreditation and reaccreditation under the Conference of State Bank Supervisors and the American Association of Residential Mortgage Regulators' Mortgage Accreditation Program.

Provides technical support with the development and maintenance of a comprehensive training program, assists in ensuing staff  is apprised of current regulatory developments and requirements, locates sources of appropriate instruction and maintaining administrative rights in CSBS Regulatory University and CSBS Learning Management System.

Provides technical support in the analysis and reporting of data for GOPI, MFR, or other Agency or State reporting requirements, and to assist in identifying trends and recommending strategic goals and investigatory initiatives for the Agency.

Acts as Administrator for the Non-Depository Operations Committee.

Acts as Administrator for the Maryland Collection Agency Licensing Board.

MINIMUM QUALIFICATIONS

Education: A Bachelor’s degree from an accredited college or university.

Experience: Two years of experience performing analyses of complex managerial policies, practices, methods, agency programs, organizations, procedures, and other functions of management work at the secretariat-level department or independent agency. OR Three years of experience involving professional analytical work in Industrial Engineering, Business Administration, Public Administration, Operations Research or Management System Analysis

Notes:

1. Candidates may substitute graduate education in Industrial Engineering, Business Administration, Public Administration, Operations Research, or Management Systems Analysis from an accredited college or university at the rate of thirty credit hours for one year of the required three years experience.

2. Professional analytical work in Business Administration must have been in the following areas: business financial management, managerial accounting, statistics, marketing research economics, or business policy formulation and administration.

3. Professional analytical work in Public Administration must have been in the following areas: behavioral sciences, organization development, governmental budgeting, procurement and contracting, public financial management and budgeting, information technology systems development, government policy formulation and administration, or program analysis.

4. Candidates may substitute U.S. Armed Forces military service experience as a commissioned officer in Industrial Engineering, Business Administration, Public Administration, Operations Research, or Management Systems Analysis classifications or specialty codes in the management analysis field of work on a year-for-year basis for the required experience and education.

DESIRED OR PREFERRED QUALIFICATIONS

Strong preference will be given to applicants that possess the following preferred qualification(s). Include clear and specific information on your application regarding the qualifications:

- Experience with Microsoft Office products, including Word, Excel and PowerPoint.

- Experience and/or knowledge in non-depository financial institutions, such as mortgage lenders and servicers, consumer lenders, money transmitters, collection agencies, debt managers and/or check cashers.

- Knowledge or Experience in Maryland and Federal laws and regulations governing non-depository financial institutions.

- Knowledge or Experience in codification of Maryland and Federal laws and regulations.

SPECIAL REQUIREMENTS

All candidates are subject to a background check against files maintained by the Division of Unemployment Insurance (DLLR/DUI) to determine whether any monies are owed to DLLR/DUI as a result of unemployment overpayment/fraud. Any unpaid debt may have an impact on whether or not a candidate is offered employment.

BARGAINING UNIT STATUS

The incumbent in this position is a member of a covered bargaining unit and will be required to pay a bi-weekly service fee to the exclusive representative of the bargaining unit.
