Main Purpose of Job

The primary responsibility of this position is to supervise and manage the Recipient Investigations Unit and Special Project Unit of the Program Integrity Division within the Office of Inspector General(OIG). These unit are charged with investigating whether individuals are qualified to be Medicaid recipients and taking the necessary action to either the individual for criminal prosecution, administrative recovery of the funds spent on behalf of the ineligible recipient, or removal of the individual from the eligibility rolls. This position is responsible for directing, overseeing and supervising a variety of highly complex cases and special projects with in any given fiscal year as cases and projects evolve from the point of entry, through processing, to potential recovery and/or prosecution and closure.

This position is responsible for two(2) units within OIG - Special Projects and Recipient Investigations.

The Special Projects group conducts specialized reviews recommended by the Office of Legislative Audits (OLA), the Secretary and others mandated by federal Centers for Medicaid and Medicare Services( CMS). Special Projects includes the PERM project, federally required recipients various reviews of ' special populations', such as lottery winner, death matches, and PARIS matches( those identified as having Medical assistance in other States). This Unit may also participate in joint investigations with other State and federal entities.

The Recipient Investigations group is charged with investigating allegations of fraud, waste and abuse by Medicaid recipients. Allegations maybe received via Office of Inspector General's OIG hotlines referral from OLA, the U.S Health and Human Services OIG and other State and local governmental entities. This Unit mat also participate in joint investigations with other State and federal entities.

In addition to supervising staff, the incumbent will be required to maintain a small case load and investigate allegations of fraud, waste and abuse by Medicaid recipients.

This position significantly contributes to the Office of Inspector General's recoveries and cost avoidance savings. Investigation audits and special project activities that this position oversees result in significant Medicaid monetary recoveries and cost avoidance.

MINIMUM QUALIFICATIONS

Education: A Bachelor's degree from an accredited college or university.

Experience: Four years of experience in administrative staff or professional work.

Notes:

1. Additional experience in administrative staff or professional work may be substituted on a year-for-year basis for the required education.

2. Additional graduate level education at an accredited college or university may be substituted at the rate of 30 semester credit hours on a year-for-year basis for the required general experience.

3. Candidates may substitute U.S. Armed Forces military service experience as a commissioned officer involving staff work related to the administration of rules, regulations, policy, procedures and processes, or overseeing or coordinating unit operations or functioning as a staff assistant to a higher ranking commissioned officer on a year-for-year basis for the required education and experience.

DESIRED OR PREFERRED QUALIFICATIONS

The ideal applicant should have 2 years experience with determining Medical Assistance eligibility or interpreting Medical assistance eligibility regulations.

LICENSES, REGISTRATIONS AND CERTIFICATIONS

Employees in this classification may be assigned duties which require the operation of a motor vehicle. Employees assigned such duties will be required to possess a motor vehicle operator's license valid in the State of Maryland.
